The Nigerien National Council for the Salvation of the Homeland (CNSP) has presented the second phase of its Refoundation Program for the Republic (PRR), covering 2025-2029. This latest installment focuses on the national diagnosis, highlighting four major challenges and key assets for the country's transformation. The program builds on the conceptual and ethical foundations presented earlier, outlining a comprehensive vision for Niger's development.

The national diagnosis identifies four priority challenges for Niger's transformation. The first challenge concerns security, specifically eradicating threats from armed groups, violent extremism, and trans-border crime. The second challenge focuses on governance, aiming to establish effective, inclusive, and accountable institutions. The third challenge targets the sustainable transformation of key productive sectors, including agriculture, livestock, and mining. The fourth challenge seeks to improve social services and strengthen social protection.

Niger's diagnosis also highlights the country's significant potential for agro-sylvo-pastoral and halieutic development. With approximately 19 million hectares of arable land and over 11 million hectares of irrigable land, the country has substantial resources for agricultural growth. The national livestock is estimated at nearly 59.8 million heads, and water resources include over 32 billion cubic meters of surface water and 2.5 billion cubic meters of renewable groundwater.

In addition to its agro-sylvo-pastoral potential, Niger's subsoil is rich in mineral and energy resources. The country has significant reserves of uranium, gold, oil, coal, phosphate, lithium, iron, manganese, and copper. Renewable energy sources, including solar, wind, and hydro power, are also abundant. Harnessing these resources is seen as a key driver of economic transformation and national development.

The Nigerien population, predominantly young, is considered a vital asset for the country's socio-economic development. The PRR highlights the existence of traditional mechanisms promoting social cohesion and community resilience, such as the "cousinage à plaisanterie" system. These social structures are seen as essential for preserving social harmony and promoting collective well-being.

The CNSP's Refoundation Program aims to address the challenges and capitalize on the opportunities outlined in the national diagnosis.
