On November 1, 2026, Niger's Minister of Petroleum, Hamadou Tini, visited Agadez and held a press conference to discuss the country's hydrocarbon supply situation. He expressed gratitude to the Algerian government for its assistance, highlighting the excellent cooperation between Niger and Algeria. This cooperation has led to the delivery of petroleum products from Algeria, which will help alleviate Niger's supply challenges.
The shipment of petroleum products from Algeria is a significant demonstration of solidarity between the two nations, according to Minister Tini. He emphasized that this operation goes beyond a simple commercial transaction, showcasing the strong historical, geographical, and human ties between Niger and Algeria. The minister also acknowledged the vision of the two countries' leaders, General Abdourahamane Tiani and President Abdelmadjid Tebboune, in strengthening a mutually beneficial partnership.
The cooperation between Niger and Algeria in the hydrocarbon sector is based on agreements signed in June 2026 in Algiers between the Nigerien National Petroleum Company (SONIDEP) and the Algerian company SONATRACH. These agreements allow SONIDEP to acquire petroleum products at advantageous prices compared to international market rates. Several shipments have already been made, including Jet A1 aviation fuel.
Minister Tini noted that Niger's hydrocarbon supply challenges are occurring in a complex international context, marked by tensions in energy markets, disruptions to supply chains, and logistical constraints. However, he emphasized that these external factors do not absolve Niger of its responsibilities to secure its energy supply. The minister highlighted the need to improve the country's refining, processing, and storage capacities to meet national demands.
To address the supply challenges, the Nigerien government has established a crisis committee, coordinated by the Prime Minister, to respond to the situation. A technical committee, comprising four sub-committees, has been set up to enhance anticipation and management of the difficulties. Measures being implemented include diversifying supply sources, strengthening cooperation with partner countries, and improving coordination between SONIDEP, SORAZ, and distributors.
Minister Tini warned against speculation and fraudulent practices, which exacerbate supply challenges. He announced that controls will be strengthened along the entire petroleum chain, with teams mobilized to verify stocks, quantities received and delivered, and product destinations. Investigations will be conducted to establish responsibilities in cases of irregularities. The minister called on Nigeriens to demonstrate understanding and responsibility, emphasizing that resolving the current difficulties requires a collective effort.
The minister expressed appreciation for the contributions of various stakeholders, including the defense and security forces, the governor of Agadez, and the director-general of SONIDEP, in the success of the operation. He encouraged SONIDEP to continue its efforts in terms of rigor, anticipation, transparency, and efficiency. The minister also urged Nigerien transporters to mobilize for future shipments and to regularize the administrative situation of their drivers and escorts, as well as the documentation of their trucks.
