The High Authority for Atomic Energy in Niger (HANEA) is organizing a 4-day workshop in Niamey to review the country's Integrated Nuclear Security Sustainability Plan (INSSP). The opening ceremony was presided over by Alassane Seyboune, technical advisor to the Minister of Interior, Public Security, and Territorial Administration. The workshop aims to discuss progress made in implementing the INSSP since 2021 and plan for the development of human resources and capacities.
The INSSP is a crucial component of Niger's national security, given the increasing use of radioactive materials in various socio-economic development areas. Seyboune emphasized that the plan allows states to develop a long-term strategic vision to maintain effective prevention, detention, and response capabilities against threats involving radioactive materials or associated installations. Niger has made significant progress in nuclear security with the support of the International Atomic Energy Agency (IAEA).
Abdoul Salam Bako, Director of the Nuclear Security Department at HANEA, highlighted that Niger has accomplished significant milestones in nuclear security, including training hundreds of national actors and developing key documents such as the National Nuclear Security Strategy and Emergency Response Plan. Bako emphasized that nuclear security concerns all phases of peaceful nuclear science, technology, and application use, focusing on prevention, detection, and response to malicious acts.
The workshop brings together participants from various institutions, including the National Committee for Nuclear Security (CNSN) and the IAEA. Richard Ndi Samba, IAEA representative, noted that 110 states, including 45 in Africa, have benefited from the agency's program. He assured that Niger has received considerable assistance from the IAEA to develop its human resources for the successful implementation of the INSSP.
The INSSP review workshop is a significant step towards sustaining Niger's nuclear security efforts. The country's progress in implementing the plan since 2021 will be assessed, and future plans will be developed to address emerging challenges. The workshop also aims to strengthen the capacities of national actors involved in nuclear security.
The IAEA has played a crucial role in supporting Niger's nuclear security efforts. The agency has provided assistance in developing human resources, and its representative expressed commitment to continuing this support. The workshop is expected to produce concrete outcomes that will enhance Niger's nuclear security framework.
The review of Niger's INSSP is a critical exercise that will inform the country's future nuclear security strategy. The workshop's outcomes are expected to contribute to the strengthening of Niger's nuclear security regime, aligning with international best practices and standards.
