The Nigeria Inter-Bank Settlement System (NIBSS) is revolutionizing the country's payment infrastructure to enable mass participation in initial public offerings (IPOs) and privatization transactions. This development is expected to be boosted by Nigeria's re-inclusion in the FTSE Russell Frontier Market classification. NIBSS has created payment rails that allow banks, fintechs, mobile-money operators, and other digital channels to move money instantly.

The Dangote Petroleum Refinery and Petrochemicals IPO, which opened on September 14, 2026, is a prime example of this new approach. The IPO is being marketed as the "IPO for the People" with a lower financial barrier to entry, offering 4.1 billion ordinary shares at N525 per share, with a minimum subscription of 10 shares or N5,250. This could raise approximately N2.15 trillion, making it Africa's largest IPO.

Historically, participation in Nigeria's capital market was largely limited to urban and financially sophisticated individuals who could access brokerage offices and bank halls. However, the Dangote IPO is attempting to break this model by listing a broad distribution architecture, allowing investors to subscribe through various channels, including participating banks, fintechs, mobile-money operators, and NGX Invest.

NIBSS, incorporated in 1993 and operational since 1994, was created to provide infrastructure for inter-bank payments and settlement. Its NIBSS Instant Payment platform, introduced in 2011, has become a foundation of Nigeria's real-time digital-payment revolution, enabling instant inter-bank transfers across banks, mobile applications, POS terminals, ATMs, and USSD channels.

Industry experts emphasize that while NIBSS plays a critical role in facilitating digital payments, it does not determine IPO prices, conduct book-building exercises, or allot shares. However, its payment infrastructure is key to enabling mass participation in IPOs, allowing millions of prospective investors to identify themselves, initiate payments, move funds, and receive transaction confirmation digitally.

The official Dangote IPO channels demonstrate the progress made by Nigeria's financial system, offering diverse channels for investors to subscribe, including apps, websites, USSD, POS agents, banks, and ATMs. This diversity is important, as Nigeria has a varied investor base with different needs and preferences.
