The Niger Delta Development Commission (NDDC) has introduced an Electronic Memo (e-Memo) Portal as part of its efforts to digitize operations and improve efficiency. The Information, Technology and Innovation (IT&I) Department onboarded Managing Director Dr. Samuel Ogbuku onto the platform at the NDDC headquarters in Port Harcourt. This move aims to eliminate human errors, missing files, and delays in processing official documents. The e-memo system is expected to provide a more streamlined mechanism for processing, reviewing, and approving official memoranda.

Dr. Ogbuku described the digitalization initiative as a transition from "transaction to transformation". He emphasized that the e-memo system would enable the NDDC to work more efficiently and ensure that critical documents and processes move through the system in record time. The managing director stressed the need for strict compliance with the new digital workflow and urged directors and relevant officers to fully embrace the system. Directors have already undergone training, while other staff members will be onboarded subsequently.

The Director of Information Technology and Innovation, Mr. Emeka Ani, explained that the digital transformation initiative has been expanded across the Commission's directorates and departments. The NDDC reviewed its processes, aligned them with approved Standard Operating Procedures (SOPs), and subsequently automated them to enhance efficiency and accountability. The e-Memo platform officially went live on September 22, 2026, and directors are being onboarded as part of the implementation process.

According to Mr. Ani, the e-Memo Portal will reduce reliance on physical documentation and improve the speed and traceability of administrative processes. The initiative reinforces the NDDC's commitment to leveraging technology to modernize its operations, enhance institutional efficiency, and deliver on its mandate more effectively. The digital transformation drive aims to automate internal processes and strengthen the delivery of the Commission's mandate across the Niger Delta region.

The Amalgamated Union of Public Corporation, Civil Service, Technical and Recreational Services Employees (AUPCTRE) has presented an Award of Excellence to Dr. Ogbuku. The award recognizes Ogbuku's contributions to infrastructural development in the Niger Delta and his commitment to staff welfare. The AUPCTRE leadership commended the NDDC managing director for his exceptional leadership and performance in the development of the Niger Delta region.

The NDDC's digitalization initiative is a significant milestone in its efforts to modernize operations and improve efficiency. The e-memo system will help eliminate delays associated with manual processes and enable the Commission to work more efficiently. Dr. Ogbuku's leadership and commitment to staff welfare have been recognized by the AUPCTRE, which has presented him with an Award of Excellence.

The introduction of the e-memo system is part of the NDDC's efforts to leverage technology and improve its operations.
