The Nigerian Communications Commission (NCC) and the Association of Licensed Telecommunications Operators of Nigeria (ALTON) have introduced the Zero-Rated Data Access to Approved Educational Platforms and Content Initiative. This program aims to promote modern, universal, efficient, reliable, affordable, and accessible communications services across Nigeria. By providing free data access to educational platforms, the initiative supports the government's efforts to enhance digital learning and skills acquisition. Eligible users will receive up to 100 megabytes of free daily data allowance to access designated educational platforms.

Under the Operator-Sponsored Model, learners can access approximately 700MB of educational data each week, roughly 3GB every month, and up to 36.5GB annually. This significant allocation of free data is expected to reduce the cost of data for digital learning, enabling eligible learners to use approved platforms for studying, research, online courses, and other academic activities. The initiative was announced in a joint statement by NCC's Director, Public Affairs, Nnenna Ukoha, and ALTON Chairman, Gbenga Adebayo.

The initiative is set to roll out on October 1, 2026, and is part of the government's broader efforts to equip Nigerians with digital skills, knowledge, and advanced human capital development. NCC's Executive Vice Chairman/Chief Executive Officer, Dr. Aminu Maida, emphasized that the program aligns with President Bola Tinubu's vision of building a $1 trillion economy, which relies heavily on investing in people through education, skills acquisition, and access to learning opportunities.

Dr. Maida highlighted the significance of the initiative, noting that the daily 100MB allocation might seem minimal but becomes substantial when considered over time and across the millions of learners expected to benefit from it. He stated that increased connectivity would help bridge disparities in access to educational resources across different parts of the country by connecting students to teachers, learning materials, and knowledge resources, irrespective of location.

Gbenga Adebayo, Chairman of ALTON, revealed that the telecommunications and wider technology industry had demonstrated significant commitment to the Zero-Rated Access initiative through financial and in-kind contributions amounting to almost N200 billion for the initial pilot involving 5,000 learners. The aggregate value considers the daily 100MB connectivity allocation, network resources, devices, terminals, and other supporting contributions provided by industry stakeholders.

Adebayo explained that the initiative is a demonstration of the industry's commitment to supporting the federal government's education and digital inclusion agenda. Telecommunications operators are absorbing the cost of providing the connectivity, ensuring that learners can access educational resources without incurring additional costs. This collaborative effort between the NCC, ALTON, and telecommunications operators is expected to have a positive impact on education and digital skills acquisition in Nigeria.
