The Moroccan Ministry of Interior is developing a national decision-making tool to manage the 12 regional multiservice companies (SRM) created in 2024. This tool, funded by a grant from the French Development Agency with European funds, aims to aggregate data from existing management software and computer systems. The goal is to produce homogeneous performance indicators, focusing on service quality, operational efficiency, and network status.

The new platform will generate interactive dashboards, detailed reports, and predictive analyses, with real-time updates. The implementation of this tool has been entrusted to the Société de développement des services publics de distribution. An international call for interest has been launched for technical assistance. The project's budget and precise timeline have not been made public.

The stakes are significant, as the regional multiservice companies are responsible for water and electricity distribution, as well as liquid sanitation. These companies were established by decrees approved on February 1, 2024, and published in the Official Bulletin. They replaced the autonomous régies and delegated management contracts. Twelve structures, one per region, were set up over 18 months.

The capital of these companies is divided into 25% for the State, 50% for territorial collectivities or their groupings, and 25% for the National Office of Electricity and Drinking Water. Initial capital ranges from 100 to 300 million dirhams, depending on the region's size. The need for centralized management is driven by the scale of expected investments.

The regional companies must mobilize up to 78 billion dirhams for the modernization of water distribution networks and the extension of electrical connections. This is particularly crucial in a context of lasting water stress, where network losses are a major source of water savings. The Interior Ministry's project aims to improve the efficiency of these companies.

The development of this unified platform is a key step in the implementation of the SRM strategy. By providing a centralized tool for monitoring and analysis, the Ministry of Interior aims to optimize the management of these regional companies. The platform will enable the identification of areas for improvement and the implementation of targeted actions.

The successful implementation of this platform will depend on the collaboration of various stakeholders, including the SRMs, the Ministry of Interior, and technical assistance providers. The project's outcome will be closely watched, given the significant investments at stake and the potential for improved service delivery to citizens.
