The Moroccan Ministry of Justice and Bank Al-Maghrib are implementing a set of reforms aimed at accelerating bank debt collection through judicial channels. This initiative is based on a roadmap that aims to convert recommendations from a national symposium on the effectiveness of the legal framework for collecting troubled debts into practical measures. The roadmap takes a gradual approach to reducing dispute resolution times and implementing judgments.

The reforms focus on several key areas, including the generalization of electronic notification, development of payment and judicial sale platforms, and unification of bank interest calculation mechanisms. The Ministry of Justice plans to implement the 2026 Civil Procedure Law, activating the electronic register of official agencies related to real rights and the national electronic register of agencies. These measures aim to simplify judicial procedures and improve coordination between stakeholders in bank debt collection.

One of the priority procedures is the generalization of electronic judicial notification for summons and judgments related to bank debt disputes. This will be implemented in partnership with Bank Al-Maghrib and in coordination with credit institutions. The measure is expected to facilitate notification procedures and reduce associated delays, positively impacting the speed of judicial file processing and execution of judgments.

The roadmap also provides for the preparation of a unified tool for calculating bank interests, which will be developed by credit institutions under the supervision of Bank Al-Maghrib. This aims to standardize practices adopted in interest calculation and reduce problems arising from differences in calculation methods and interpretation of certain legal provisions.

In the medium term, the reforms aim to review the fifth book of the Trade Code related to business difficulties. This will involve the creation of a joint working group to lead this process and prepare a comprehensive vision for reform. The working group will be based on extensive consultations with various stakeholders to prepare legislative amendments aimed at increasing the effectiveness of judicial settlement and liquidation procedures.

The Ministry of Justice and Bank Al-Maghrib's reforms aim to improve the efficiency of bank debt collection and reduce delays in the judicial process. The measures will be implemented in a gradual manner, with a focus on priority areas such as electronic notification and unified interest calculation mechanisms. The reforms are expected to have a positive impact on the banking sector and the economy as a whole.

The implementation of these reforms will be closely monitored and evaluated to ensure their effectiveness in accelerating bank debt collection. The Ministry of Justice and Bank Al-Maghrib will work together to ensure the successful implementation of the roadmap and to address any challenges that may arise during the process.
