In 2025, Morocco's judicial system recorded 4,056,066 new cases, a decrease of 274,928 from the 4,330,994 cases recorded in 2024. However, the number of cases judged by national jurisdictions rose to 4,117,592, marking a significant increase in the judiciary's efficiency. This progress is highlighted in the 2025 report of the Conseil supérieur du pouvoir judiciaire (CSPJ), which notes that for the third consecutive year, the courts have exceeded a 100% rate of cases judged relative to those registered.
The CSPJ report reveals that the number of pending cases decreased by 418,169 to 4,633,917 dossiers. The stock of pending cases also dropped by 12.42% to 506,074 dossiers. Furthermore, the rate of cases judged relative to pending cases reached 89.1%, its highest level between 2021 and 2025. This performance led to a reduction in the number of days required to decide on pending cases, which was reduced to 45 days in 2025, down from 47 days in 2024 and 56 days in 2023.
The report highlights that courts of first instance recorded 3,368,436 cases, representing 83% of the total, and issued 3,403,812 judgments, accounting for 82.7% of all decisions made. The number of unresolved cases in these courts stood at 374,808 dossiers, or 9.9% of pending cases. In contrast, courts of appeal recorded 436,453 cases and issued 459,513 judgments, showing a rate of 106.2% of cases judged relative to those registered.
Commercial courts of appeal judged 14,727 cases, achieving the highest liquidation rate of 106.6%. Courts of first instance for commercial matters decided on 176,946 cases, representing a rate of 92.8% of cases judged relative to pending dossiers. Administrative courts of appeal registered 17,535 cases and issued 15,878 judgments, at a rate of 101.8%. Meanwhile, administrative courts of first instance dominated the treatment of judged cases, with a rate of 93.1%.
The report also provides insights into the activity of specialized chambers. The criminal chamber recorded 31,087 dossiers, treated 47,031 dossiers, and issued 26,415 judgments. The administrative chamber registered 11,313 cases and issued 7,512 judgments. The land chamber had 12,016 pending cases and issued 5,728 judgments, while the civil chamber issued 6,556 judgments.
Between 2021 and 2025, the number of cassation judgments increased from 45,304 to 54,049, representing a 15.1% rise in pending cases. The individual performance in cassation improved significantly, with a 32.9% increase in the administrative chamber, 32.8% in the civil chamber, and 28.5% in the commercial chamber.
The CSPJ report concludes that the Moroccan judiciary has made significant strides in resolving cases efficiently. With a growing caseload, the judiciary faces the challenge of optimizing the flow of cases, particularly in the cassation phase. The report's findings highlight the progress made in reducing pending cases and improving the speed of judicial decisions.
