The foreign ministers of the Community of Portuguese Language Countries (CPLP) have recommended sending a high-level mission to Guinea-Bissau to support political stabilization and a return to democratic normalcy. This was announced by Manuel Amante da Rosa, the foreign minister of Cape Verde, after an informal meeting of CPLP foreign ministers in New York on September 25. The meeting took place on the sidelines of the United Nations General Assembly.

The CPLP foreign ministers' meeting was convened under the auspices of Timor-Leste, which currently holds the CPLP presidency. The meeting resulted in a communiqué reiterating support for Guinea-Bissau's return to constitutional normalcy as a democratic state. However, the communiqué did not explicitly mention the proposed high-level mission. The initiative aims to help Guinea-Bissau overcome its current political crisis.

Guinea-Bissau was suspended from the CPLP in December 2025 following a coup that interrupted the electoral process and ousted President Umaro Sissoco Embaló. The opposition had accused Embaló of staging a self-coup. As a result of the suspension, Timor-Leste took over the CPLP presidency. The situation in Guinea-Bissau remains a concern for the CPLP and its member states.

Manuel Amante da Rosa also commented on the current state of relations between Cape Verde and Guinea-Bissau, describing it as "lukewarm." He attributed this to certain statements made by Guinean officials several months ago. Although Cape Verde withdrew its ambassador, it maintains a chargé d'affaires in Bissau. The chargé d'affaires has chosen to stay in Bissau to be close to the local community.

The chargé d'affaires has been in contact with local authorities, and the situation is reported to be calm. This follows a video that allegedly contained threats against the Cape Verdean representation in Guinea-Bissau. The two countries have been experiencing strained relations since July when the Guinean National Transitional Council announced a "practical freeze" on political relations with Cape Verde.

The freeze was in response to Cape Verde's call for the release of Domingos Simões Pereira and its offer to mediate a peaceful solution to the Guinean crisis. The CPLP has been closely monitoring the situation in Guinea-Bissau and has expressed its commitment to supporting the country's return to democratic normalcy. The proposed high-level mission is seen as a key step in this process.

The situation in Guinea-Bissau will likely be a topic of discussion among CPLP member states in the coming months. The organization's commitment to supporting Guinea-Bissau's democratic institutions and stability will be crucial in determining the country's future. The proposed high-level mission is expected to play a significant role in this effort.
