The Haut Conseil des Collectivités (HCC) in Mali has commenced its second ordinary session of 2026, which will run from November 2 to December 1. The session, opened by HCC President Mamadou Satigui Diakité, will examine government-submitted texts for review and discuss various agenda items. The session also includes training on artificial intelligence for national advisors and HCC staff. Diakité emphasized the need for rigorous, transparent, and effective management of local development resources.
President Diakité called on territorial collectivity executives to use resources from the Mining Development Local Fund with rigor, transparency, and effectiveness, aligning with priorities outlined in the Economic, Social, and Cultural Development Programs (PDESC). He noted that these resources offer a significant opportunity to strengthen local development financing and address population needs. The HCC will continue to provide opinions and proposals on public policies, considering territorial collectivity concerns.
During the intersession period, the HCC conducted regional consultations in Koulikoro and Dioïla on October 6 and 8. These meetings, part of the national advisors' accountability exercise, gathered local actors' concerns on public affairs management and territorial development. Diakité reported on the overall satisfactory progress of the agricultural campaign and praised rural populations for their contribution to food sovereignty.
The HCC president also called for sustained efforts in rural development and improving production conditions. He discussed the national situation, highlighting efforts to secure the territory, consolidate state authority, and refound institutions. Diakité reaffirmed the institution's support for the Malian Armed Forces (FAMa) and welcomed their increased presence in the Kidal region.
Diakité emphasized the importance of social cohesion and national unity, encouraging initiatives to consolidate the Alliance of Sahel States (AES). The second ordinary session provides a platform for national advisors to formulate proposals adapted to local realities and population needs. The HCC president invited participants to prioritize the general interest and demonstrate patriotism.
The session's agenda includes examining government-submitted projects and texts, as well as discussing local development and resource management. The HCC aims to ensure that local development resources are used efficiently and effectively. The institution's role in promoting local development and providing support to territorial collectivities was also highlighted.
As the session progresses, national advisors will engage in discussions and formulate proposals on key issues affecting local development and resource management. The HCC's efforts to promote transparency, accountability, and effective resource management are expected to continue. The institution's commitment to supporting territorial collectivities and promoting local development will be closely watched.
