The Commune V in Mali has started the process of creating its Plan de développement économique, social et culturel (PDESC) for 2027-2031. The launch event, held at the commune's council room, was presided over by Mayor Amadou Ouattara. The event saw the participation of various stakeholders, including representatives from the Direction générale des collectivités (DGCT), the Projet d’appui à la décentralisation de l’éducation pour le Mali (Padem), traditional leaders, technical services, civil society organizations, and development partners.

The coordinator of Padem, Tite Traoré, noted that his organization is committed to supporting decentralization and education in Mali. He emphasized that the PDESC is crucial for the commune's development and should be a participatory process that reflects the needs of the local population. Famoussa Bagayogo, representing DGCT, expressed his satisfaction with the event and highlighted that the government has provided a methodological guide for the revision of PDESCs since 2024.

The guide outlines 20 steps and a 120-day timeline for the process. Bagayogo assured that the DGCT will provide support, as the PDESC requires approval from the state's representative. He also praised Commune V for its good governance record and suggested that a communication plan should accompany the document to engage the population.

Mayor Amadou Ouattara stated that the launch of the PDESC process is a significant milestone for the commune. He emphasized that it reflects the communal authorities' commitment to projecting a clear and realistic vision for the next five years. Ouattara stressed that the document should not be just an administrative exercise but a collective vision for the commune's development.

Ouattara highlighted that Commune V has immense potential, including a dynamic youth, entrepreneurs, and community organizations. However, the commune faces several challenges, including economic, social, environmental, and infrastructural issues. He reiterated his team's commitment to prioritizing improving access to basic services, infrastructure development, and promoting economic activities.

The mayor emphasized that the new PDESC, aligned with the Mali Kura Nietasira 2063 vision, should enable the commune to prioritize concerns and define realistic actions. He invited all stakeholders to participate actively in the process, ensuring that it is a collective effort for the commune's development.

The PDESC 2027-2031 process aims to address the commune's challenges and harness its potential. The plan will guide the commune's development over the next five years, with a focus on improving the lives of its citizens.
