The Malian government has initiated a training workshop on public-private partnerships (PPPs) in Bamako, aimed at enhancing the capacity of national stakeholders to implement and manage PPP projects. The workshop was opened by Hamadoun Touré, Minister and Director of Cabinet to the Prime Minister, on behalf of the head of government. In his address, Touré emphasized the importance of PPPs in achieving Mali's economic sovereignty and development goals.

Mali faces considerable infrastructure needs across various sectors, including water, energy, transportation, sanitation, healthcare, education, and agriculture. The government aims to leverage PPPs to bridge the infrastructure gap, improve the quality and durability of public services, and mobilize private financing. A legal and institutional framework for PPPs has been established, including Law No. 2016-061 of December 30, 2016, and supporting regulations.

The successful implementation of PPPs requires careful project identification, rigorous evaluation, and transparent partner selection. The Malian government has developed standardized documents, including methodological guides, pre-qualification and tender dossiers, and contract preparation and management tools. These instruments were validated in April 2026 and approved by the Prime Minister in May 2026.

The training workshop will focus on the legal and institutional framework for PPPs, methodological guides, contract preparation and management procedures, financing mechanisms, risk sharing, and contract execution monitoring. Participants will also discuss the importance of mastering PPP procedures and the different stages of the project lifecycle.

Issa Hassimi Diallo, Coordinator of the Public-Private Partnership Unit (UPPP), highlighted the significance of stakeholder capacity building in ensuring the success of PPPs. He emphasized the need to mobilize private sector financing, technology, and expertise to address Mali's development needs.

The Malian government aims to move beyond the regulatory framework and achieve effective investment implementation through PPPs. The goal is to identify and implement rigorously prepared, legally secure, financially sustainable, economically viable, and socially beneficial projects that improve public services and satisfy population needs.
