The Malian government has allocated 433 billion CFA francs to territorial collectivities in 2026, representing 15.84% of the state's budget. The announcement was made by Minister of Territorial Administration and Decentralization, Issa Ousmane Coulibaly, during the opening of a national workshop in Bamako.

The workshop, which took place from October 7 to 9, 2026, brought together local and regional actors to discuss the transfer of competencies from the state to territorial collectivities and the implementation of result-based management. Minister Coulibaly emphasized the importance of transparent resource management, quality public services, and responsible exercise of transferred competencies.

The minister also stressed the need for increased involvement of women, youth, and populations in local governance. He encouraged participants to accelerate the digitalization of services and strengthen the accountability of local and regional elected officials and leaders. The workshop aimed to enable territorial actors to better understand the texts governing transferred competencies and ensure their effective application.

According to Minister Coulibaly, decentralization is a major political choice of the country's highest authorities, under the leadership of President of the Transition, General Assimi Goïta. The allocation of 433 billion CFA francs to territorial collectivities reflects the government's commitment to decentralization and improving public services at the local level.

The president of the Association of Mali Regions expressed his satisfaction with hosting the minister, noting that the association had not received a ministerial visit since 2013. The minister invited participants to engage in constructive discussions to make transferred competencies a genuine lever for improving basic social services and balanced development of collectivities.

The workshop's objectives align with the vision of "Mali Kura ɲɛtaasira ka bɛn san 2063," which aims to promote sustainable development and improve the quality of life for Malians.
