On Sunday, 04 October 2026, President John Dramani Mahama of Ghana introduced the Health Investment and National Gateway, dubbed H-Enabler. This continental platform aims to streamline regulation, clinical validation, and commercialisation for health innovators and investors across Africa. The H-Enabler platform was developed in collaboration with the African Medicines Agency, Institut Pasteur, and Afrochampions. Its primary goal is to address regulatory and financial challenges that discourage investment in Africa's health sector. By operating as a data-driven system, H-Enabler will integrate regulatory procedures, clinical validation, and commercialisation into a single framework. This will facilitate easier navigation for investors and innovators.

President Mahama highlighted that removing unnecessary regulatory barriers is crucial for building a stronger continental ecosystem. This ecosystem should support pharmaceutical manufacturing and attract investment into the health sector. The initiative also seeks to improve Africa's capacity for local medicine and vaccine production, reducing reliance on imports. Currently, the continent imports over 70% of its pharmaceuticals and nearly 99% of its vaccines.

The H-Enabler platform will provide a more predictable environment for investors and manufacturers. It will also help strengthen regional health value chains. Through the Accra Reset Presidential Council, Ghana is establishing dedicated task forces and reform interlock observatories. These will monitor capital flows, track policy commitments, and address non-tariff barriers affecting regional value chains.

President Mahama called for increased private sector involvement in expanding Africa's health manufacturing capacity. He urged commercial banks, sovereign funds, and industrial developers to participate. African regulators were also encouraged to expedite the operationalisation of the African Medicines Agency. A harmonised regulatory framework could enable a single drug approval to facilitate access to medicines across multiple African countries.

Closer regulatory cooperation and increased investment in local production are essential for strengthening Africa's health sovereignty. This will enable countries to respond more effectively to future health emergencies. President Mahama's initiative aims to create a more conducive environment for health investment and manufacturing in Africa.
