A member of Libya's 4+4 committee, Shamsher Al-Shawsh, announced that the committee will hold a meeting in London to continue consultations on implementing an agreement and addressing any obstacles that may arise. The meeting is set to take place on October 28. According to Al-Shawsh, the international community has become convinced that the 6+6 committee has failed due to its work and outputs not being in line with the Libyan reality.

The 4+4 committee agreement was signed in Tripoli and has come into effect. The agreement includes the issuance of a constitutional framework for the next stage between the House of Representatives and the State Council. The last meeting of the 4+4 committee was held on October 4 in Tunis, where they discussed the potential implications of the judiciary crisis on the electoral process. The committee emphasized the urgent need to address this division while respecting the independence of the judiciary.

During the Tunis meeting, committee members stressed the importance of addressing the judiciary crisis in a manner that respects the independence of the judiciary and avoids political interference. This is crucial to ensure the integrity of the upcoming elections and to guarantee that all parties accept the results. The committee also discussed the potential implications of the judiciary crisis on the electoral process.

The 4+4 committee renewed its commitment to moving forward with the implementation of the August 30 agreement. The committee agreed to include the results of its future consultations as a single package within a comprehensive constitutional framework. The committee considers any procedural steps with a legal nature to implement the agreement as premature and not beneficial to the current atmosphere of consensus.

The committee members agreed to continue engaging with all parties to ensure the widest possible support for the agreement. They also agreed to set a date to meet again before the end of the month. On August 30, the 4+4 committee, representing the authorities of the East and West, signed a joint agreement to reconstitute the board of the High National Elections Commission.

The agreement also aims to resolve disputes over presidential and parliamentary election laws. Last week, the House of Representatives issued a package of laws and decisions on the political and electoral process, following the agreement of the 4+4 mini-meeting. The House of Representatives issued a law amending the provisions for the election of the President.

The law stipulates that the presidential and parliamentary elections will be held simultaneously within 24 months from the date of the formation of a single executive authority. The elections will be held under a two-round system, with the second round being canceled if one of the candidates obtains an absolute majority in the first round.
