The National Housing Authority (NHA) of Liberia has announced plans to establish a dedicated housing investment portal aimed at simplifying the process for Liberians in the diaspora seeking to invest in residential housing development in Liberia. The portal is designed to address two major obstacles confronting diaspora investors: a trust deficit in land transactions and a knowledge gap regarding estate development processes. This initiative is part of the NHA's strategy to close the country's significant housing gap.
Liberia's housing deficit is substantial, with approximately 200,000 new dwelling units needed to address overcrowding and an additional 35,000 housing units required to keep pace with population growth. A World Bank assessment indicates that Liberia could require approximately 512,000 additional housing units by 2030. The NHA Managing Director, Hon. Florence K. Geegba, emphasized the need for government, private investors, development partners, and Liberians in the diaspora to work together to close the gap.
The NHA has already received housing designs from four public-private partners, which are being incorporated into the NHA's own designs. The designs include three-bedroom and two-bedroom units, as well as a two-bedroom duplex, and have been approved by the Ministry of Public Works (MPW). However, Geegba stressed that housing construction requires adherence to established procedures, including the preparation of building designs and bills of quantities, approval by the MPW, and acquisition of the appropriate permits before construction begins.
The proposed portal will serve as a single online access point through which investors can obtain information and services relating to land verification, permits, development requirements, cost calculations, and directories of licensed professionals. The digital platform is intended to guide an investor from the initial inquiry through the completion of a housing project. The Authority also plans to develop an estate development roadmap written in simple language to guide investors through the various stages of residential development.
The NHA is working with relevant government institutions to establish a pre-verified land bank for housing development. The objective is to identify parcels of land that have already been verified and cleared by the Liberia Land Authority (LLA), thereby reducing the burden on individual investors to undertake lengthy land verification processes. The NHA has negotiated and commenced the purchase of approximately 578 acres of land for housing development.
The NHA is preparing to move forward with the construction of 482 housing units, with a contract expected to be signed before the end of this week or early next week. Preparations are also underway for a larger project involving approximately 600 housing units, including land clearing and soil testing. The NHA has already begun identifying prospective buyers or “off-takers” for the homes, with 3,340 civil servants enrolled in the program.
The housing units could be made available through different arrangements, including cash sales, mortgage financing, and rent-to-own programs. The initiative is intended to ensure that the homes being constructed are affordable and accessible to Liberians. The NHA is also seeking a new NHA Act with broader power to regulate rents. Geegba's proposal targets two old problems: distrust in land deals and confusion over permits.
