The Lagos State Government has issued a warning to borehole operators, requiring them to obtain necessary permits or face having their facilities sealed and risk prosecution. This move is aimed at curbing groundwater pollution and managing the state's underground water resources. The Lagos State Water Regulatory Commission (LASWARCO) is enforcing this regulation, citing concerns over contamination of underground water and land subsidence.
According to LASWARCO, drilling boreholes and extracting groundwater without authorization can have severe environmental consequences. The commission's Executive Secretary, Oluwabukola Adeyemo, emphasized that the Lagos State Environmental Management and Protection Law, 2017, empowers LASWARCO to regulate borehole drilling, groundwater extraction, and water supply services. As such, anyone intending to drill a borehole or extract groundwater must first obtain the required permits.
The warning comes amid concerns over groundwater pollution in Lekki. In August 2025, Permanent Secretary, Office of Drainage Services and Water Resources, Mahmood Adegbite, warned that residents in the area could be consuming contaminated water due to inadequate wastewater treatment. This situation poses a significant risk of waterborne diseases, underscoring the need for proper wastewater treatment and management.
Lagos began regulating borehole drilling and groundwater extraction in 2022 to mitigate pollution and manage its underground water resources. The regulation covers groundwater abstraction, consumption, supply, and distribution. Former Executive Secretary of LASWARCO, Funke Adepoju, stated that this move was essential for protecting the state's water resources.
LASWARCO has urged residents and community leaders to report any instances of illegal borehole drilling and unauthorized groundwater extraction. Complaints can be made through LASWARCO's hotline or by visiting their office at Block 19, third floor, Lagos State Secretariat, Alausa, Ikeja. The commission is committed to enforcing the regulations and ensuring that those who operate without the required authorization face the consequences.
Drilling or abstracting groundwater without LASWARCO authorization is considered illegal and punishable under the Law. The commission will seal facilities operating without the required authorization and prosecute offenders. This strict stance is aimed at protecting the state's water resources and preventing further contamination.
The Lagos State Government's efforts to regulate borehole drilling and groundwater extraction are geared towards ensuring a sustainable and safe water supply for its residents. By enforcing these regulations, the government aims to prevent waterborne diseases and protect the environment. Residents are encouraged to cooperate with LASWARCO by reporting any unauthorized activities.
