Utility messages sent within an active conversation, such as order confirmations and delivery updates, have been free since July 2025.
Several scenarios will remain free under the updated policy. Customer-initiated messages will not be billed. A 72-hour free window also applies when a customer starts a conversation through a Click-to-WhatsApp advertisement and the business responds within 24 hours, during which all messages remain uncharged. This means that businesses can still communicate with customers without incurring charges in certain situations.
Meta has set a firm deadline for compliance. Any business or solution provider that does not add a valid payment method to its WhatsApp Business Account by September 30, 2026, will have service message delivery suspended from October 1. Businesses using third-party messaging providers should also confirm which entity holds responsibility for the account's payment method before the deadline.
