Kenya and Rwanda have strengthened their bilateral ties by signing 11 new legal instruments during the 10th Session of the Kenya–Rwanda Joint Permanent Commission for Cooperation (JPCC) in Nairobi. The agreements were signed on October 5 and 6, 2026, and cover various areas, including security, immigration, justice, housing, water, culture, and other sectors. These new instruments aim to deepen cooperation between the two nations.

The agreements include mutual legal assistance in criminal matters and the transfer of sentenced persons, as well as memoranda of understanding on political consultations, immigration, housing and urban development, diaspora management, water resources and irrigation, local governance, culture and heritage, and conservation. An agreement was also signed between the Rwanda Investigation Bureau and Kenya National Police Service to enhance cooperation between law enforcement agencies.

The two governments have agreed to expand cooperation in trade and investment, transport, infrastructure, and energy, with a focus on regional connectivity through the Northern Corridor. They have identified geothermal energy, housing, urban development, infrastructure, and transport logistics as areas for increased technical cooperation. This cooperation aims to boost economic ties and promote easier movement of goods, services, people, and investment between the two countries.

The talks also covered the importation of refined petroleum products through the Northern Corridor, diplomatic training, correctional services, health, and education. Both sides exchanged views on security developments in the Great Lakes Region and reaffirmed their commitment to working through regional organizations to advance regional integration, peace, and stability.

The meeting reviewed the implementation of commitments made during the ninth JPCC held in Kigali in April 2023. While progress was acknowledged, both countries called for faster implementation of outstanding commitments, with an updated implementation matrix to guide monitoring. This will ensure that agreements are effectively put into action.

The next JPCC session is scheduled to take place in Rwanda in 2028. The new agreements reflect Kenya and Rwanda's efforts to strengthen economic and strategic ties. By enhancing cooperation, both countries aim to promote regional integration and stability, ultimately benefiting the East African Community and the broader region.

The enhanced cooperation between Kenya and Rwanda is expected to have a positive impact on the region, fostering economic growth, peace, and stability. Both countries have demonstrated their commitment to deepening bilateral ties and working together on regional and international issues.
