On October 27, 2026, Rwandan President Paul Kagame held discussions with African entrepreneurs aimed at advancing digital payment systems and infrastructure development across the continent. The meeting, led by Dr. James Mwangi of Equity Group Holdings and Dr. Robert Ochola of AfricaNenda Foundation, focused on enhancing digital payment systems, expanding financial services, and facilitating cross-border trade. The talks also touched on accelerating the African Continental Free Trade Area (AfCFTA) goals.

Rwanda has been investing in digital technology to improve service delivery, expand financial inclusion, and ease business operations. As part of its efforts to build a knowledge-based economy, the country has prioritized digital infrastructure development. According to the 2024 FinScope survey by the National Institute of Statistics of Rwanda (NISR), 96% of Rwandan adults, or approximately 7.8 million people, have access to financial services, up from 93% in 2020.

The widespread adoption of mobile payment services has been notable, with 86% of respondents having used mobile-based payment services. Rwanda's e-Kash system, operated by RSwitch, enables users to send and receive money and make payments across different financial institutions. By August 6, 2026, e-Kash had processed over 10.5 million transactions valued at over RWF 960 billion, with a 166% increase in users switching to digital payments.

To further develop digital payment systems, Rwanda launched the FinTech Strategy 2024-2029, aiming to promote innovation, increase financial inclusion, and integrate Rwanda into regional financial markets. The strategy seeks to leverage technology to enhance financial services and improve the business environment.

In 2025, Rwanda established the Centre for Digital Public Infrastructure to coordinate efforts between the government and private sector in developing shared digital infrastructure. This initiative aims to create a cohesive digital ecosystem that benefits citizens and supports economic growth.

In March 2026, Rwanda unveiled its national strategy for developing digital public infrastructure, focusing on integrating various digital systems, including payment platforms and data exchange frameworks. This initiative is expected to enhance efficiency, reduce costs, and increase access to financial services.

The meeting between President Kagame and African entrepreneurs highlights the importance of collaboration in advancing digital payment systems and infrastructure development across the continent. By leveraging technology and innovative solutions, African countries can increase financial inclusion, facilitate cross-border trade, and drive economic growth.
