The Joint Clinical Research Centre (JCRC), an indigenous medical organization established in 1991, is seeking six Finance Officers to join its team in Kampala, Uganda. The JCRC is a limited liability not-for-profit joint venture between the Uganda Ministry of Health, Ministry of Defense, and Makerere University Medical School. The successful candidates will work under the supervision of the Senior Finance Officer, ensuring accountability for funds disbursed by the project.
The Finance Officers will be responsible for reviewing financial transactions, tracking and monitoring funds availability in all bank accounts, and managing proper fund balance. They will also process, reconcile, and liquidate staff travel advances, prepare budget spend variance analyses, and ensure attainment of required spend targets or burn rates. Additionally, they will review vendors' payments requests, enter transactions in the accounting system, and maintain a database of mobile money payment schedules.
To qualify for the position, candidates must possess a bachelor's degree in Finance, Commerce, Accounting, or a related field. They should have at least five years of relevant experience in financial management and/or accounting in an NGO setting. An ACCA/CPA Level 2 qualification is required, and experience with USG-funded programs and PEPFAR Expenditure Analysis reports is strongly desired.
The Finance Officers will provide support to the Finance Manager in performing general ledger reconciliations, reviewing staff accountabilities and claims, and preparing donor reports. They will also submit daily mobile money reports, perform bank reconciliations, and follow up on unpaid transactions. Furthermore, they will check and follow up on monthly tax payments and other statutory deductions, ensuring accurate and timely remittances.
The successful candidates will be required to work in an 8-hour work environment and have a strong understanding of financial management principles and practices. They should be able to work independently and as part of a team, with excellent analytical, communication, and problem-solving skills.
