In a recent interview, Jean-Claude Masangu Mulongo, former governor of the Central Bank of Congo (BCC), addressed a longstanding debate over the introduction of the Congolese franc. He disputed claims by Noël Tshiani, who has been asserting his role in the creation of the national currency. Masangu Mulongo emphasized that the process involved a collective effort and not the work of a single individual.

According to Masangu Mulongo, Tshiani's claims are exaggerated. He recalled that during his selection process for the BCC governorship in 1997, Tshiani was also a candidate. Masangu Mulongo noted that Tshiani had served as governor briefly after the AFDL took power but did not play a significant role in designing the Congolese franc. The former governor highlighted the technical committee's role in conceiving the currency.

Masangu Mulongo revealed that the decision to feature Patrice Lumumba on the banknotes was made at the request of former President Laurent-Désiré Kabila. Kabila had expressed his desire to have Lumumba's image on the currency, rejecting proposals to feature his own portrait. The former governor shared that several designs featuring Lumumba in a suit and tie were presented but ultimately, the image of Lumumba with bound hands was chosen.

The introduction of the Congolese franc in 1998 was accompanied by a song, which Masangu Mulongo remembered fondly. He emphasized that the currency featured various Congolese cultural elements and fauna to help citizens identify with the new banknotes. The goal was to create a sense of national unity through the currency.

Masangu Mulongo also acknowledged Tshiani's involvement in other national projects, such as the "plan Marshall" for the DRC, which never materialized, and a proposed law on nationality. However, he maintained that Tshiani's role in the creation of the Congolese franc was minimal. The former governor expressed satisfaction in clarifying the matter, stating that the debate is now closed.

During the interview on Space Live, organized by Stanis Bujakera Tshiamala, Masangu Mulongo addressed questions from listeners regarding the origins of the Congolese franc. He expressed amusement at Tshiani's frequent claims, choosing to focus on the collective effort that led to the currency's introduction. The discussion aimed to provide clarity on a longstanding debate.

The conversation between Masangu Mulongo and Tshiani reflects a broader discussion on the history of the Congolese franc and its significance in the country's economy. As the DRC continues to navigate its economic challenges, understanding the origins of its national currency remains an important aspect of its financial narrative. Masangu Mulongo's insights provide a detailed account of the events surrounding the introduction of the Congolese franc.
