The Islamic Development Bank Institute (IsDBI) recently conducted three capacity-building programmes for the Central Bank of Libya (CBL) in Tripoli. The programmes, which ran from 4 to 22 October 2026, were part of an IsDB-funded technical assistance project aimed at developing Libya's Islamic finance sector. The training sessions focused on Shari'ah-compliant monetary policy tools, liquidity management in the banking system, and treasury management in central banks.
More than 60 senior CBL professionals attended the courses, each comprising five days of intensive training and a total of 20 sessions per programme. The curricula covered advanced topics such as Islamic instrument design, Sukuk pricing, liquidity analysis, central-bank interventions, crisis management, and credit-risk oversight. The training was facilitated by subject-matter experts Dr Mohammed Saleh Ayyash of IsDBI and Dr Fathalrahman Ali Mohammed Saleh of Sudan's Financial Investment Bank.
The training sessions included case studies, practical exercises, and discussions linking treasury operations, monetary policy, and overall financial stability. Participants received certificates upon successful completion of the programmes. Feedback from attendees was highly positive, with praise for the relevance, quality, and practical orientation of the training. The programmes were designed to enhance the skills and knowledge of CBL staff in Islamic finance.
In addition to the training programmes, IsDBI officials held meetings with the Libyan Ministry of Finance, Areefi Bank, Aljomhoria Bank, and the newly approved beneficiary Saving and Real Estate Investment Bank. The meetings aimed to review technical assistance progress and identify further priority needs. The initiative underscores IsDBI's ongoing commitment to human-capital development and the transfer of expertise across its member states.
