A delegation from Ireland, led by Seán Farrell, Chief Executive of Trócaire, visited the Mutobo Center in Rwanda's Musanze District on November 2, 2026. The center, operated by the National Commission for Demobilization and Reintegration of Ex-Military Personnel (RDRC), provides rehabilitation and reintegration programs for ex-combatants. The Irish delegation, accompanied by Catholic bishops, aimed to assess Rwanda's efforts in supporting ex-combatants, particularly those from the Democratic Republic of Congo (DRC).

The Irish visitors expressed admiration for Rwanda's experience in reintegrating ex-combatants, particularly those from armed groups operating in the DRC. They interacted with ex-combatants who shared their stories of transformation after participating in the Mutobo Center's programs. The ex-combatants credited the center's initiatives with helping them change their mindset, rebuild relationships with their communities, and start new lives. Kaporali Demobe Hategekimana Jean Claude, a former FDLR combatant, shared his story of joining the armed group in 2018 and later defecting to Rwanda.

Jean Claude's story highlights the complexities of armed conflict in the region and the challenges faced by ex-combatants. He described his experiences in the FDLR and his decision to defect after realizing the group's goals were unattainable. Major Demobe Peter Kubwayo, another ex-combatant, shared his 15-year experience in the armed groups and the skills he acquired at the Mutobo Center. He emphasized the importance of understanding Rwandan culture and values in reintegration programs.

The Irish delegation commended Rwanda's efforts in supporting ex-combatants and promoting sustainable peace. Seán Farrell emphasized the importance of collaboration between different stakeholders in building lasting peace and promoting social cohesion. He announced that Trócaire would support the Mutobo Center's initiatives, focusing on two areas: assisting ex-combatants who have completed their programs and reintegrated into their communities, and supporting the center itself.

Pérezida Nyirahabineza Valérie, Chairperson of the RDRC, highlighted the significance of partnerships with international stakeholders in supporting Rwanda's reintegration programs. She emphasized the center's role in promoting social cohesion, unity, and reconciliation among ex-combatants and the broader community. The RDRC chairperson expressed optimism about future collaborations with Trócaire and other partners.

The visit by the Irish delegation marked the third time they have visited the Mutobo Center. They expressed satisfaction with the center's programs and pledged to continue supporting Rwanda's efforts in promoting peace and social cohesion. The Irish organization has a five-year program in Rwanda, which includes initiatives in climate change mitigation, rural development, and peacebuilding.

The collaboration between Rwanda and international stakeholders like Trócaire aims to promote sustainable peace and social cohesion in the region. Key initiatives include supporting ex-combatants in their reintegration into civilian life, promoting unity and reconciliation, and fostering community development. The partnership seeks to build on Rwanda's experience in promoting peace and social cohesion, particularly in the aftermath of the 1994 genocide.
