The Independent Policing Oversight Authority (IPOA) in Kenya recently hosted a panel of experts led by Professor Makau Mutua to discuss compensation for victims of human rights violations. The meeting focused on accountability, reparations, and justice, with IPOA outlining its role in supporting efforts to compensate victims through investigative assistance and data provision. This initiative aims to advance accountability and justice for victims of human rights abuses.

The delegation, which included IPOA Chairperson Dr. Duncan Ojwang' Oburu, Vice Chairperson Ann Wanjiku, commissioners, and members of the authority's secretariat, engaged in discussions on the compensation process. During the meeting, Oburu highlighted IPOA's contribution to the compensation process, particularly through investigations and the provision of information to support the panel's work. This collaboration is expected to facilitate the compensation process for victims.

Mutua acknowledged IPOA's role in the compensation process, noting that although compensation cannot reverse the harm suffered by victims, it is an important step towards justice and national healing. The panel's efforts aim to provide reparations to victims of human rights violations, including those arising from demonstrations and public protests. This initiative is a significant step towards addressing the grievances of victims and their families.

Following the meeting, the panel, accompanied by IPOA Assistant Director of Investigations Irene Inoti and representatives of the corporate communications division, visited the mother of the late Rex Masai in Kayole, Nairobi. The delegation also visited Nigel Oduor Otieno in Mathare and Brian Mwangi Wangari in Ruiru as part of efforts to acknowledge victims' experiences and advance discussions on accountability and reparations.

During the visit to Masai's mother, Mutua conveyed President William Ruto's personal apology over her son's death during the June 2024 anti-government protests. Masai died after being shot during the demonstrations, which were marked by clashes between protesters and security officers. His death became one of the cases that drew national attention to allegations of police brutality and the demand for accountability.

IPOA reiterated its commitment to its oversight mandate, including investigating complaints against police officers and supporting initiatives aimed at preventing future human rights violations and strengthening public trust. The authority's efforts are crucial in ensuring that victims of human rights abuses receive justice and compensation. IPOA's investigative support and data will contribute to the compensation process.
