The Bank of Uganda has reappointed Housing Finance Bank as a Primary Dealer Market Maker for the 2026-2029 cycle. This reappointment, announced on October 5, 2026, extends Housing Finance Bank's role in Uganda's government securities market to nine years. As a Primary Dealer Market Maker, the bank will participate in government securities auctions and facilitate trading in Treasury bills and Treasury bonds.

Housing Finance Bank's new three-year mandate builds on its six years of experience in the role. The bank's established treasury and financial markets operations, supported by its risk management systems and specialist team, position it to effectively participate in the primary market and support buying and selling of government securities in the secondary market.

As a Primary Dealer Market Maker, Housing Finance Bank will provide market prices and facilitate transactions between investors. This role aims to improve liquidity, price discovery, and market efficiency in Uganda's government securities market. The bank's Head of Treasury, Murielle Magayane, stated that the reappointment will strengthen the bank's ability to connect investors to government securities while supporting their long-term financial goals.

Housing Finance Bank has developed a Treasury Securities Platform on its website. This platform allows customers to invest in government Treasury bills and bonds, with a minimum investment of Shs100,000. The platform provides access to both primary auctions and secondary market transactions, supported by professional advisory services.

The renewed mandate is expected to deepen Housing Finance Bank's engagement with various financial institutions, including pension funds, insurance companies, fund managers, businesses, and international investors. These relationships are anticipated to support the mobilisation of longer-term funding and broaden access to capital for economic activity, including housing development.

As Uganda's specialised housing finance institution, Housing Finance Bank sees its expanded participation in financial markets as an opportunity to strengthen the link between capital mobilisation and the country's housing needs. The bank also aims to widen financial inclusion by making government securities more accessible to a broader range of investors, including individuals.

The reappointment comes as Uganda seeks to deepen its domestic capital markets and mobilise financing for public investment and economic growth. Housing Finance Bank's participation in the government securities market is expected to support broader national development priorities, including the Government's Tenfold Growth agenda.
