Dr. Kadri Obafemi Hamzat, the governorship candidate of the All Progressives Congress (APC) and incumbent Deputy Governor of Lagos State, has unveiled an ambitious 100-point development agenda for Lagos State. The manifesto, titled The Lagos Promise (Ileri Eko), was launched on Friday, October 30, 2026, at the Wole Soyinka Centre for Culture and Creative Arts in Lagos. The agenda is built around seven pillars covering social welfare, infrastructure, economic opportunities, public sector reforms, inclusion, and security.
The manifesto contains 100 pledges, comprising 87 firm commitments within the powers of the Lagos State Government and 13 aspirations requiring collaboration with the Federal Government, judicial authorities, or other stakeholders. Hamzat's approach to governance will be guided by three principles: respect, work, and truth. He emphasized that campaign promises must translate into improvements in the daily lives of residents, prioritizing measurable outcomes.
One of the most significant commitments in Hamzat's manifesto is a proposal to quadruple Lagos' public bus fleet from 1,000 to 4,000 vehicles, with the objective of transporting one million passengers daily. This expansion will form part of an integrated transportation system connecting road, rail, and water services to reduce commuting times and improve productivity. Hamzat aims to move Lagos by road, rail, and water as one connected system.
Hamzat also outlined plans to improve access to homeownership through mortgage arrangements requiring a 10 per cent initial deposit, single-digit interest rates, and longer repayment periods. His administration will prioritize the rehabilitation of inner roads across communities, working with local governments, local council development areas, and the Lagos State Public Works Corporation. Several housing projects will be completed, including Egan-Igando Clusters Two and Three, Lagos HOMS Sangotedo Phase Two, and the Brains and Hammers development at Iganmu-Ijora.
To strengthen security, Hamzat plans to extend the operational presence of the Lagos State Neighbourhood Safety Agency to every ward across the state's 20 local government areas and 37 local council development areas. He also proposed establishing a State Intelligence Fusion Centre to improve coordination in tackling cybercrime, financial crimes, and organised criminal activities. Additionally, Hamzat promised to expand street lighting and CCTV coverage to residential communities, riverine settlements, and developing neighbourhoods.
The APC candidate identified several roads for reconstruction or upgrading, including Tedi-Mowo Road, Olojo Drive-Alaba International Market-Igbede Road, and Bola Ahmed Tinubu Road in Bogije. He also pledged to activate the Fourth Mainland Bridge project through partnerships, accelerate the Regional Road along the Lekki-Epe corridor, and commence the second phase of the Opebi-Mende Link Bridge. Furthermore, Hamzat announced plans to dredge an additional 140 kilometres of waterways, optimise 15 ferry routes, and procure 75 additional electric vessels under the Omi Eko initiative.
Hamzat's manifesto is structured around seven pillars represented by the letters in the word PROMISE: People First, Renewal, Opportunity, Machinery of Government, Inclusion, Security and Resilience, and Everyday Dignity. He assured residents that his administration will prioritize measurable outcomes, ensuring that campaign promises translate into improvements in their daily lives. With a focus on respect, work, and truth, Hamzat aims to deliver a comprehensive development programme that addresses the needs of Lagos residents.
