President Doumbouya recalled his previous speech at the same tribune three years ago, where he stated that the imported governance model had not yielded expected results in Africa. This time, he returned with a different spirit, not to denounce but to share factual elements about Guinea's progress. He mentioned that Guinea has adopted a new constitution, shaped by the Guinean people, which introduces innovations in favor of living together.
The new constitution provides for a strengthened representation of local communities, new guarantees for participatory governance, and recognition of Guinea's linguistic, religious, and cultural diversity as the foundation of national unity. Based on this constitution, Guinea has organized its entire direct electoral cycle, including presidential, legislative, and local elections, as well as the installation of resulting institutions, all financed by the Guinean Treasury.
President Doumbouya proudly stated that none of these elections experienced significant incidents on the entire Guinean territory. He sees this as proof that an African country can organize credible, peaceful, and accepted elections using its own resources. The President also shared some of Guinea's achievements over the past three years, including over 1,000 kilometers of paved roads, the realization of the Simandou megaproject, and the construction of schools and hospitals.
The Simandou 2040 program embodies Guinea's ambition for structural transformation of its economy. This program is not just a mining project but a strategic lever for accelerating infrastructure, agriculture, energy, education, health, and industry development. President Doumbouya emphasized that the program aims to provide quality education, adapted training, and real employment and entrepreneurship opportunities for Guinean youth.
The Guinean President formulated a conviction based on his country's recent experience: when governance models are adapted to a nation's historical, social, and cultural realities, development accelerates. He cited examples from Asia and the Middle East, where countries have achieved significant progress by adapting universal experience to their national genius.
President Doumbouya concluded by stating that Guinea remains a reliable, open, and committed partner to the international community, based on mutual respect for sovereignty. He called for a renewed partnership that is respectful, co-constructed, and win-win, rather than relying on pre-established schemes that ignore African realities.
