The Guinean delegation, led by Moussa Condé, Director-General of the Guinean Rural Electrification Agency (AGER), attended the 9th Global Off-Grid Solar Energy Forum in Kigali, Rwanda, from October 26-30, 2026. The forum brought together policymakers, international financial institutions, investors, and companies specializing in decentralized energy solutions. The discussions focused on universal access to electricity, off-grid solar energy development, and mobilizing financing for African countries.

The Guinean delegation explored new financing, cooperation, and investment opportunities for rural electrification. The forum provided a platform to strengthen Guinea's presence in international energy initiatives, identify new funding opportunities, and learn from successful experiences in other countries. The delegation participated in various activities, including a ministerial dinner, meetings between companies and investors, and the Community of Champions.

One of the key takeaways from the forum was a working session with the Burundian delegation, organized with the World Bank's support. The discussions centered on the Results-Based Financing (RBF) mechanism, which conditions fund disbursement on achieving predefined and verified objectives. This model could help stimulate private investments, improve financing efficiency, and increase access to electricity in rural areas.

The Guinean delegation also engaged with the Mission 300 initiative, which aims to provide electricity access to 300 million Africans by 2030. The platform facilitated discussions on regulatory, institutional, and financial obstacles hindering investment development in the sector. The AGER aims to structure national projects to make them eligible for various financing mechanisms and support systems.

Moussa Condé also visited Rwanda Cooperation, an institution promoting knowledge sharing and best practices from Rwanda's development experience. The meeting explored the possibility of organizing a study and experience-sharing mission for AGER. The goal is to draw inspiration from Rwanda's governance, institutional coordination, planning, and policy implementation experience, particularly in the energy sector.

The Kigali forum allowed the Guinean delegation to better understand investor expectations and international market trends in off-grid solar energy. The discussions highlighted essential conditions for mobilizing capital, including investment security, quality technical studies, economic viability, and stable contractual frameworks. These insights align with AGER's focus on preparing bankable projects and developing public-private partnerships tailored to rural realities.

Guinea's participation in the forum occurs as the country strengthens its national portfolio of rural electrification projects. AGER is conducting feasibility studies, preparing mini-grid programs, and seeking financing mechanisms adapted to population needs. The mission aims to translate opportunities into concrete achievements, improving access to electricity in rural Guinea.
