The Minister of Modernization of Administration and Public Service, Faya François Bourouno, has outlined a new strategy for the evaluation of public officials in Guinea. Speaking at a workshop on the digitalization of organic texts and the Referential of Professions and Competencies (RPC), Bourouno emphasized the importance of this reform in line with President Mamadi Doumbouya's vision for the Simandou 2040 program. The goal is to modernize the administration and make it a central tool for accelerating the implementation of the Simandou program.

The evaluation process will be based on the Unique File of Administrative and Salary Management (FUGAS), which has been stabilized and is now being transformed into an innovative and modern management platform. This platform will enable the government to manage public officials based on merit and performance. The Minister highlighted that the digitalization of organic texts and the RPC is a crucial step in structuring sectoral departments and ensuring that each public official has a clear job description and is assigned to a specific post.

The workshop marked an important milestone in the transfer of management tools to different ministerial departments. During the ceremony, Bourouno handed over job descriptions to various ministerial departments, which will be responsible for distributing them to their respective agents. He urged the administrative hierarchy to accelerate the process of nomination to fill all organic frameworks and distribute job descriptions.

The Minister announced that the evaluation of public officials' performance will become a systematic process starting January 2027. This new phase of the reform aims to integrate performance evaluation into the management of human resources. Bourouno emphasized that this change in paradigm is essential for effective governance of public resources.

Bourouno also addressed the issue of ministries that have not yet completed the validation process. He called for a general mobilization to accelerate the process, recalling that technical assistance teams have been mobilized to support the effort. The Minister set a strict deadline for the completion of this process, urging ministries to finalize their work by the end of November.

The evaluation process will be based on the Referential of Professions and Competencies (RPC), which has been designed to classify public officials according to their jobs and competencies. This approach aims to ensure that public officials are assigned to posts that match their skills and expertise. The Minister emphasized that this reform is crucial for the effective implementation of the Simandou 2040 program.

The modernization of Guinea's public administration is a key component of President Mamadi Doumbouya's vision for the country's development.
