On October 28, 2026, the Ministry of Modernization of Administration and Public Service in Guinea distributed job descriptions to six ministries in Kaloum. The ministries that received the job descriptions include Administration of Territory and Decentralization, Communication, Economy and Digital Innovation, Energy, Fisheries and Maritime Economy, Planning and International Cooperation, and Youth. This move is part of the ongoing public administration reform aimed at better defining the responsibilities of state agents.

The public administration reform in Guinea aims to adapt the workforce to the needs of the services and introduce systematic performance evaluation starting from January 2027. According to Faya François Bourouno, the Minister of Modernization of Administration and Public Service, the exercise seeks to determine the actual needs of different departments and assign each agent to a position that matches their competencies. The minister noted that some sectors, including Education, Security, and Health, have a large number of agents.

Minister Faya François Bourouno highlighted that the reform will enable the government to have a better understanding of the state's workforce and determine if the current number of agents in various departments corresponds to their defined needs. For instance, the Ministry of Economy, Finance, and Budget has around 1,300 agents, and the reform aims to establish whether this number aligns with its organizational framework. The minister emphasized that the exercise is crucial in ensuring that each agent is assigned to a position that matches their skills.

As part of the reform, organic frameworks have been developed after stabilizing the database of state agents. These frameworks will enable the assignment of each agent to a position that corresponds to their competencies. The President of the Republic, General Mamadi Doumbouya, has tasked Minister Faya François Bourouno with transforming and modernizing the administration to support the Simandou program by 2040.

The distribution of job descriptions to the six ministries marks a significant step in the reform process. The ministers of the respective departments are expected to distribute the job descriptions to their agents. Minister Faya François Bourouno urged the ministries to accelerate the process to complete it by the end of November, with the goal of making performance evaluation systematic from January 2027.

The public administration reform in Guinea has three main objectives: better definition of responsibilities, adaptation of the workforce to the needs of the services, and introduction of systematic performance evaluation. The reform aims to modernize the administration and make it a key driver of the country's development. The Ministry of Modernization of Administration and Public Service is working to ensure that the reform is implemented effectively.

The implementation of the public administration reform is expected to improve the efficiency and effectiveness of the state's workforce. With the distribution of job descriptions to six ministries, the government is taking steps to ensure that each agent is assigned to a position that matches their skills and competencies.
