On the occasion of the parliamentary rentrée, Guinea's National Assembly Speaker Dansa Kourouma emphasized the need to strengthen the parliamentary administration and transform the institution into an action-oriented and results-driven assembly. He announced an organizational diagnosis that will lead to a reform plan for the parliamentary administration. This plan aims to reorganize services to better support deputies, permanent commissions, parliamentary groups, and other organizations within the Assembly.
Dansa Kourouma stated that the National Assembly's ambitions can only be achieved with a sufficiently structured and efficient parliamentary administration. He highlighted that a great Assembly requires a great administration, and that their ambitions cannot be realized without an administration that meets their high expectations. To achieve this, a comprehensive organizational diagnosis of the parliamentary administration has been initiated by the General Secretariat and its competent services.
The diagnosis will examine the Assembly's structures, staff, work methods, and needs, and will be followed by a reform plan for the parliamentary administration. This plan will enable the reorganization of services to ensure better support for deputies, permanent commissions, parliamentary groups, and other organizations within the Assembly. The Speaker emphasized that the credibility of the parliamentary institution must be measured by its concrete achievements.
Dansa Kourouma stressed that a great National Assembly is not distinguished by the nobility of its speeches or the height of its promises, but by the concrete actions it achieves in perfect harmony with the government's orientations. He emphasized that the Fifth Republic of Guinea aims to be open to Africa and the world, in a context of profound international recompositions.
The Speaker announced that Guinea's National Assembly intends to take its place within the parliamentary organizations it is a member of, including the Community Parliament, the Inter-Parliamentary Union, the Parliamentary Assembly of La Francophonie, and the African Parliamentary Union. He also mentioned that the Assembly will develop its bilateral relations through active friendship groups and concrete partnerships.
Dansa Kourouma emphasized that parliamentary diplomacy must not be a protocol diplomacy, but a diplomacy of results, an exchange of experiences, a mobilization of expertise, a promotion of the country's image, and a defense of its interests, particularly economic ones. He encouraged each deputy to become an ambassador of their country, especially during the implementation of the Simandou 2040 program.
The implementation of the Simandou 2040 program is a significant undertaking for Guinea, and the National Assembly's Speaker emphasized the importance of deputies playing an active role in promoting the country's interests. With these reforms, the National Assembly aims to become a more effective and results-driven institution, better equipped to support Guinea's development and international relations.
