The Guinean government has unveiled a new public service recruitment process, which will be entirely digitalized and territorialized. According to Minister of Modernization of Administration and Public Service, Faya François Bourouno, this new process aims to bring recruitment closer to the actual needs of the administration in the regions. As part of this process, there will be no recruitment centers in Conakry, and candidates will take exams directly in their regions.

The new recruitment process will also involve a more precise matching of candidates to specific positions. Candidates will no longer simply apply to join the public service, but will instead apply for a specific post. For example, in the education sector, a candidate may apply for a teaching position in a specific school. If selected, the candidate will be assigned to that post. This approach aims to limit post-recruitment changes and ensure that agents join the locations for which their applications were approved.

The digitalization of the recruitment process is another key innovation. The use of digital tools will cover the entire process, from registration to the publication of results. The government hopes that this will reduce the risk of manipulation and increase transparency. The results will be transmitted in real-time, and the authorities will work with the National Agency for Information System Security (ANSI) to secure the process.

To prevent fraud and corruption, the government has announced that it will work with judicial authorities to prosecute any attempts at manipulation or bribery. A green line, 1017, has been set up to allow candidates to obtain information and report any suspected cases of fraud or corruption. The government aims to restore trust in the public recruitment process and ensure that selection is based on merit rather than connections.

The new recruitment process also aims to rejuvenate and feminize the public service. The minister has stated that the opening of recruitment opportunities will allow a new generation to join the administration. He also noted that the proportion of women in the public service has increased in previous recruitment operations and that, in some cases, female candidates have achieved better results than male candidates.

The territorialization of the recruitment process is expected to help address regional disparities and ensure that public services are more representative of local needs. The government hopes that this approach will improve the quality and presence of public services in the regions. The minister emphasized that the new process is designed to ensure that public service recruitment is fair, transparent, and based on merit.

The new public service recruitment process is part of the government's efforts to modernize the administration and improve the delivery of public services. The process is expected to be more efficient, transparent, and responsive to local needs. The government has expressed its commitment to ensuring that the recruitment process is free from corruption and that the best candidates are selected for public service positions.
