The Ghana National Association of Teachers (GNAT) is advocating for clear implementation procedures for teachers' conditions of service. GNAT President Prosper Tachie stated that the union wants the Ministry of Education and the Ghana Education Service (GES) to finalize procedures for accessing benefits outlined in the collective agreement. This push aims to prevent past challenges where agreements were not fulfilled for years due to unclear implementation processes.

According to Mr. Tachie, one of the major challenges with previous collective agreements has been implementation. He noted that while substantive documents are agreed upon, procedural matters regarding accessing benefits are often left unresolved, leading to years of unfulfilled promises. GNAT is determined to ensure that this time, clear procedures are established to avoid similar issues.

The call for clear implementation procedures comes after pre-tertiary teachers suspended their nationwide strike following engagements with the Labour Minister, the Council of State, and government assurances on outstanding demands. The government has committed to paying promotion-related arrears to over 51,000 teachers by October 16. Additionally, payments for the professional development allowance and digital support allowance are expected in November and December, respectively.

Mr. Tachie mentioned that GNAT has secured revised positions on some allowances following negotiations with the Fair Wages and Salaries Commission and the Ministry of Finance. However, he emphasized that the suspension of the strike is interim, and discussions on outstanding provisions of the collective agreement are expected to continue.

Teachers are set to return to classrooms on Monday, October 12. The push for clear implementation procedures is part of GNAT's efforts to ensure that teachers' conditions of service are effectively implemented. This includes specifying how teachers will access benefits provided under the agreement.
