The New Patriotic Party (NPP) in Ghana's Upper East Region is demanding a clear timeline for completing outstanding works on the Bolgatanga – Bawku – Pulmakom Road, particularly the stalled Kulaa Bridge section. The party expressed concern over the prolonged delays, which continue to expose commuters and residents to dust and safety risks. According to the NPP, despite the government's indication in the 2026 Budget Statement that the road is 95% complete, work on the project remains stalled.
Addressing a press conference at the Kulaa Bridge, Upper East Regional Communications Director of the NPP, Dr Samuel Akonga, accused the government of failing to prioritise the completion of the project despite repeated assurances. Dr Akonga outlined five demands, including an explanation for the delayed completion and a definite timeline for resuming and completing work on the Kulaa Bridge and other unfinished sections of the road.
The NPP also wants details of the project's current financing arrangements, outstanding payments to contractors, and measures to ensure funding challenges do not cause further delays. The party called for sustained construction activity rather than temporary mobilisation of contractors and repeated assurances without visible progress. Additionally, they demanded immediate measures to reduce dust pollution and improve road safety around the Kulaa Bridge while construction remains incomplete.
Dr Akonga acknowledged that the road project was not completed under the previous NPP administration but maintained that responsibility for finishing the outstanding works now rests with the National Democratic Congress (NDC) government. He questioned why the government had been unable to complete the remaining works despite reporting substantial progress on the project.
The 2026 Budget Statement reports that the road is 95% complete, but Dr Akonga asked why the government has been unable to deliver the remaining works, particularly at the Kulaa Bridge, despite repeated assurances. He called on President John Dramani Mahama, the Minister for Roads and Highways, the Ministry of Finance, and the Ghana Highway Authority to provide answers on the project's status and completion schedule.
Dr Akonga appealed to the Upper East Regional Minister, the region's 15 Members of Parliament, Metropolitan, Municipal and District Chief Executives, traditional authorities, religious leaders, and the media to demand action on the project. He stated that the NPP remains committed to advocating for the development, safety, and welfare of the people and will continue to demand accountability through legitimate democratic means.
The NPP's demands come as the people of the Upper East Region continue to endure prolonged delays on a project essential to their economic and social welfare. The party's concerns are shared by residents, who have waited far too long for the completion of the Bolgatanga – Bawku – Pulmakom Road, a vital infrastructure project that has stalled at the Kulaa Bridge section.
