The New Patriotic Party (NPP) has amended its constitution to enhance representation and efficiency within the party. The amendments were made at the Baba Yara Sports Stadium in Kumasi, where over 7,000 delegates gathered. The changes aim to strengthen the party's disciplinary processes, leadership participation, and operational efficiency. The amendments were read by Frank Davies, Chairman of the Constitution Amendment Committee.
One of the key amendments increases the representation of the National Council of Elders on the National Disciplinary Committee from one to two members. This change seeks to bring more experience, wisdom, and institutional perspective to disciplinary proceedings, promoting balance, fairness, and confidence in the party's disciplinary processes. The amendment also provides for the appointment of an additional Constituency Vice Chairperson to the Constituency Executive Committee.
The NPP has also amended its constitution to include Regional Information Technology (IT) Officers and Constituency IT Officers as members of their respective Regional and Constituency Executive Committees. This change recognizes the growing importance of technology, information, and data in party administration and electoral activities. The inclusion of IT Officers will strengthen data management, digital coordination, accountability, and information security.
Another amendment provides for the appointment of Deputy Regional Communications Officers and Deputy Constituency Communications Officers as members of their respective Regional and Constituency Executive Committees. This change is necessitated by the transition of Regional and Constituency Communications Officers from appointive to elective positions. The expansion of the communications structure has increased the number of party communicators requiring coordination.
The NPP has also granted voting rights to the Chairpersons of the Regional Council of Elders and Regional Patrons at the National Delegates Conference. This change ensures consistency and fairness in the allocation of voting rights, recognizing the significant contributions of party patrons to the growth and sustenance of the party. The amendments also mandate the National Council to provide for an Administrative Manual containing the detailed duties, responsibilities, and functions of all elected and non-elected party officers.
The amendments also aim to ensure that campaign leadership is aligned with the vision of the Presidential Candidate, while preserving the party's institutional oversight. The Presidential Candidate will develop the campaign structure and select the Campaign Advisory Committee, in consultation with the National Executive Committee. This change ensures both strategic effectiveness and collective party ownership.
The NPP's amendments aim to enhance the party's operational efficiency, institutional continuity, and electoral preparedness. The changes will provide clarity, consistency, and accountability, reducing duplication and conflicts of roles, and ensuring that officers at all levels have clear guidance for the effective discharge of their functions. The amendments reflect the party's commitment to strengthening its internal processes and improving its performance.
