The National Service Authority (NSA) in Ghana has implemented a new biometric verification system for national service registration. This move aims to prevent irregularities and ensure accurate payments to personnel. The system, part of the Central Service Management Platform (CSMP), uses facial scans matched against Ghana Card records held by the National Identification Authority (NIA). The biometric verification process is mandatory before accessing the registration form.
The biometric verification process involves a two-stage procedure. The first stage occurs during online registration, where a facial biometric check is conducted against Ghana Card data. This confirms that the person registering is the same person whose academic records were submitted by their institution. If the face does not match the NIA record or if the name and date of birth differ from academic documents, registration fails.
The second stage of biometric verification takes place at the regional office, in person, after personnel have been posted. This step generates a Regional Acceptance Number (RAN), which is a critical control identifier for payment-related activities. An NSS Number alone does not make personnel eligible for payment; a valid RAN is required. The RAN and biometric requirements aim to close the gap that allowed GH¢988.6 million to be paid to personnel without biometric verification in the past.
The introduction of the new system follows a forensic audit that found flaws in the old system, which was suspended in 2025. The audit revealed that hundreds of millions of cedis were paid improperly due to irregularities. For the 2026/2027 year, the NSA received 144,023 submissions from tertiary institutions. Of these, 21,311 were rejected pending identity verification, and 958 were approved but not promoted. In total, 22,269 prospective personnel had their PIN codes withheld due to failed identity verification.
The official portal for registration and information is gnsa.gov.gh. Personnel are required to provide a valid Ghana Post GPS digital address during registration, which influences proximity-based postings. The biometric verification process also includes monthly biometric processing for attendance monitoring, tied to the RAN. Failure to complete monthly verification can result in withheld allowance.
The NSA has provided answers to frequently asked questions regarding the new system. The PIN code activation fee is paid via Mobile Money on any network, and it activates the PIN and grants access to the enrolment platform. If a PIN code is withheld, the most common reason is failed identity verification, which can occur if Ghana Card details do not match academic records or if duplicate submissions are detected.
The National Service Authority emphasizes that national service is compulsory, and personnel must comply with the new registration requirements. The biometric verification process is designed to ensure that payments are made to eligible personnel and to prevent irregularities. The RAN is generated only after successful in-person biometric verification at the regional office, making it a crucial identifier for allowance payments.
