The Chief Executive Officer of the Fair Wages and Salaries Commission (FWSC), Dr George Smith-Graham, has proposed that the Ghana Education Service (GES) adopt a regional approach to processing teacher promotions. This suggestion aims to prevent delays in the payment of promotion-related arrears. According to Dr Smith-Graham, processing promotion data for teachers across the entire country at once creates a significant administrative burden, contributing to delays.
Dr Smith-Graham explained that under a regional arrangement, authorities could complete the processing of teachers in one region, clear the payments, and then move to the next region. This approach, he believes, could help alleviate the current challenges associated with the payment of promotion arrears. The FWSC CEO made these comments while speaking on JoyNews' The Pulse, responding to concerns over outstanding promotion arrears owed to teachers.
The issue of promotion arrears has become a key point of contention in the ongoing dispute between the government and teacher unions. Dr Smith-Graham sought to clarify that the delays did not mean no work had been done on the promotion claims. He stated that the data initially available to the Controller and Accountant-General's Department had been processed, and those captured by the available data had been paid.
However, additional claims subsequently emerged, and the Controller and Accountant-General's Department is now working through these claims. Dr Smith-Graham explained that the department would need to prepare supplementary payment vouchers after completing the validation process. This process is crucial in ensuring that all eligible teachers receive their promotion arrears.
The FWSC CEO emphasized that a more decentralized approach to processing promotions could help prevent similar delays in the future. By adopting a regional approach, the GES can reduce the administrative burden associated with processing promotion data for the entire country at once. This, in turn, can lead to more efficient and timely payment of promotion arrears.
The issue of teacher promotions and arrears has been a longstanding challenge in Ghana's education sector. The GES has been working to address these concerns, and the FWSC's proposal for a regional approach is seen as a potential solution. The government and teacher unions are engaged in ongoing negotiations to resolve the issue and prevent future delays.
The FWSC's proposal is part of a broader effort to improve the efficiency and effectiveness of the education sector. By streamlining the process of teacher promotions, the GES can focus on other critical areas, such as improving educational infrastructure and enhancing teacher training. Ultimately, the goal is to provide a better learning environment for Ghanaian students.
