The Tchibanga Provincial Chamber of Accounts in Gabon's Nyanga province held its solemn judicial audience on November 5, 2026, to mark the beginning of the 2026-2027 judicial year. The event was attended by Nyanga Province Governor Jean Robert Mabobet and saw the installation of a new magistrate, Roland Obame Zogo, as a référendaire counselor. This ceremony was conducted in accordance with the Organic Law n°003/2022 and Law n°040/2023, which stipulate the installation of newly appointed magistrates.
The judicial audience was held under the theme "Ethics and Deontology in the Service of Financial Justice." During the ceremony, Jean-Luc Ndongo, President of the Tchibanga Provincial Chamber of Accounts, emphasized the significance of the responsibilities assigned to the new magistrate. These responsibilities include overseeing and monitoring the work of less experienced magistrates and ensuring the proper use of public resources and protection of state financial interests.
President Ndongo urged the new magistrate to uphold the principles of science, discernment, independence, and high standards, as well as humility and reserve. He also stressed the importance of adhering to the principles governing the magistracy. The installation of Roland Obame Zogo follows his nomination by the Conseil Supérieur de la Magistrature (CSM) on October 16, 2026.
During the ceremony, Procurator General Jean Loïc Mbongo Akouango highlighted the constitutional changes that strengthen the powers of financial justice. He referenced Article 133 of the 2024 Gabonese Constitution, which empowers the Court of Accounts to judge credit administrators and public accountants. The Procurator General also recalled the "zero-tolerance" principle advocated by President Brice Clotaire Oligui Nguema.
President Oligui Nguema had previously emphasized that public fund managers must be accountable for their management, including before the justice system. The Procurator General also reviewed the Chamber's activities over the past year, reporting that out of 55 controls recorded, 40 dossiers were completed, and 31 decisions were made.
In addition to highlighting the Chamber's accomplishments, the Procurator General acknowledged the organization of a sensitization seminar on May 8, 2026, for local elected officials. The seminar focused on the duties and obligations of local public administrators and accountants. This initiative aimed to promote better understanding and compliance with financial regulations.
The installation of Roland Obame Zogo and the judicial audience underscore the efforts to strengthen financial justice in Gabon. The new magistrate is expected to play a crucial role in promoting accountability and transparency in the management of public resources. The Tchibanga Provincial Chamber of Accounts will continue to work towards upholding the principles of financial justice and ensuring the proper use of public resources.
