The Enugu State Government has announced plans to develop a 25-year development blueprint aimed at sustaining the state's transformation programme beyond the tenure of individual administrations. This initiative was disclosed by Peter Mbah, the Governor of Enugu State, during the 2026 Enugu State Global Goals Week Symposium. The plan seeks to provide a framework for successive administrations to sustain and improve investments in various sectors, including the economy, education, healthcare, infrastructure, agriculture, environment, technology, and human capital development.
According to Governor Mbah, the 25-year plan aims to move the state away from a development model focused on individual projects and administrations to one anchored on strong institutions, policies, systems, and long-term planning. He emphasized that development should not start afresh with each change of government, and the plan is intended to provide continuity and ensure that investments made today continue to deliver value to future generations. The plan will guide long-term investments, strengthen institutions, expand economic opportunities, improve human capital, and promote inclusive development across the state.
Governor Mbah stated that the administration is moving beyond simply constructing infrastructure to ensuring that the institutions and systems required to sustain them are also put in place. He cited examples of projects that would require adequate staffing, maintenance, financing, technology, and management systems to remain functional beyond their construction, such as the Smart Green Schools and Primary Healthcare Centres being developed across the state's 260 electoral wards. The administration will continue to strengthen institutions, improve service delivery, and establish mechanisms for monitoring the long-term impact of public investments.
Onyinye Akubuilo-Okpalanma, Senior Special Assistant to the Governor on Sustainable Development Goals and Enugu State SDGs Focal Person, emphasized the importance of sustainability in government programmes from the outset. She noted that the success of government interventions should not be determined merely by the number of projects completed or money spent, but by the difference they made in people's lives. Akubuilo-Okpalanma called for stronger community participation, continuous monitoring, reliable data, and greater transparency in public finance and project implementation.
Former Minister of Information Frank Nweke Jnr. highlighted the challenge of converting the current scale of public investment into enduring outcomes. He cited notable achievements by the Mbah administration, including the construction of over 1,500 kilometres of roads, 7,000 classrooms, and 260 Type-2 Primary Healthcare Centres. Nweke emphasized the importance of improved domestic revenue mobilisation to sustaining such investments and identified five priorities for sustaining the state's development, including linking investments to clearly defined problems and measurable outcomes.
The symposium, which brought together government officials, development partners, traditional and community stakeholders, civil society representatives, and members of the National Youth Service Corps, among others, aimed to discuss ways to sustain Enugu State's development transformation. Other speakers, including Juliet Chiluwe of the UNICEF Enugu Field Office and Special Adviser on Legislative Matters Paul Nnajiofor, stressed the need for inclusive, accountable, and sustainable development capable of benefiting present and future generations.
