The Enugu State Government has set a target to complete the first phase of its $18 million livestock ranch project in Owo, Nkanu East Local Government Area, by the fourth quarter of 2027. The ambitious project spans over 12,000 hectares, with 60 percent of the land allocated for livestock production. This initiative is part of the state's efforts to establish a modern ranching model in the South-East region.
Secretary to the State Government, Prof. Chidiebere Onyia, recently led members of the Nigerian Guild of Editors on a tour of the project site, where he disclosed the project's details. According to Onyia, the project will be developed in phases, with the initial phase serving as a pilot model for a modern ranch in the region. The project area is significantly large, covering an expanse that stretches beyond the current development site towards Ebonyi State.
The Enugu State Government has acquired the land for the project through engagement with affected communities and landowners, with the land being legally gazetted. Onyia stated that assessments and valuations will be conducted to determine compensation for those entitled to it. The project is being financed through a combination of state funding and sovereign-backed financing arrangements, with the state providing approximately one-third of the project cost.
The project will include critical infrastructure such as an access bridge, which will be constructed to facilitate access to the ranch. The state will also make initial livestock investments before opening the facility to private operators. Onyia emphasized that the project is conceived as an open commercial venture, aiming to create a business-friendly environment for operators from various parts of the country.
The planned livestock ranch will comprise various components, including livestock production, supporting infrastructure, security, resting areas, and commercial services. According to Onyia, the project aims to create an ecosystem that supports an organized livestock economy. The state plans to participate directly in some aspects of the ranch's commercial operations, generating revenue while creating jobs and opportunities for private businesses.
Onyia stressed that the project's goal is to demonstrate that livestock production can operate as a structured commercial activity, supported by infrastructure, security, and regulation. The initiative seeks to provide a platform for livestock business to thrive in an organized manner, with the state creating the necessary environment and rules for operators to function effectively.
Ultimately, the Enugu State Government aims to create a viable business environment that generates revenue, creates jobs, and fosters opportunities for private businesses. With its completion, the project is expected to serve as a model for modern ranching in the South-East region, showcasing the potential for structured commercial livestock production in Nigeria.
