Egyptian Prime Minister Dr. Mostafa Madbouly held a meeting with Dr. Islam Azzam, Chairman of the Financial Regulatory Authority (FRA), to review the latest developments in the non-banking financial sector and the Authority's regulatory and supervisory capabilities. The meeting focused on enhancing the efficiency of the stock market, insurance sector, and non-bank financing. The two officials discussed ways to boost the contribution of these activities to the national economy and protect the rights of stakeholders.

The meeting covered the FRA's efforts to improve company management and expand risk management beyond credit risks to include market and operational risks. The implementation of Basel 3 standards in the non-banking financial sector is set to begin in January. The FRA has also issued decisions on credit insurance and guarantee policies, including clear standards and strict controls for reinsurance and risk management policy development.

The discussion touched on recent and upcoming Initial Public Offerings (IPOs) on the Egyptian stock exchange, particularly those of state-owned enterprises targeted for listing under the state's ownership policy document. The FRA has played a crucial role in building the capacity of these companies' cadres and training them on the practical requirements for transitioning from temporary to final listing, including governance, disclosure, and transparency requirements.

Dr. Madbouly emphasized the government's interest in developing the non-banking financial sector due to its vital role in driving economic growth, attracting investments, and expanding the participation of the local and foreign private sectors. He highlighted that protecting the rights of stakeholders in this sector is a top priority, reflected in the regulatory framework and successive decisions issued by the FRA.

Dr. Azzam presented updates on the regulatory frameworks for various activities, including recent decisions aimed at improving service quality, meeting citizens' needs, and enhancing regulatory performance. The FRA is working to establish a comprehensive link with all companies under its supervision, enabling real-time data availability and advanced analysis using artificial intelligence techniques.

The FRA head stressed that customer access to information on insurance products, financial products, or investment vehicles, as well as awareness of their rights and obligations, are fundamental pillars of non-bank financial activities. He also mentioned the Authority's efforts to prevent misleading practices and confusion between different financial products and savings vehicles.

Dr. Azzam noted that the FRA's efforts to achieve financial inclusion goals, in line with Egypt's Vision 2030, focus on providing protection and empowerment to the most needy groups. The Authority aims to strike a balance between promoting sector growth and protecting stakeholders, ensuring that growth is responsible and sustainable.
