On Thursday, Egyptian President Abdel Fattah El-Sisi issued a new decision regarding the extension of the first line of the Cairo metro. The decision, published in the official gazette, approves a cooperation agreement to finance consultancy services for the project with a grant of 1.5 million euros from the European Investment Bank. The agreement was made between the Egyptian government and the European Investment Bank.
The decision was made in accordance with Article 151 of the Egyptian Constitution, which states that the President represents the state in external relations, concludes treaties, and ratifies them after obtaining the approval of the House of Representatives. The treaties have the force of law after being published in accordance with the Constitution and approved by the Council of Ministers.
Another decision issued by President El-Sisi approves the "Legal Status of the International Federation of Red Cross and Red Crescent Societies in the Arab Republic of Egypt" agreement between the Egyptian government and the International Federation of Red Cross and Red Crescent Societies. The agreement was signed on February 17, 2026. According to Article 25 of the agreement, it will come into effect after the International Federation of Red Cross and Red Crescent Societies receives notification from the competent authority that all internal procedures necessary for its entry into force have been completed.
On the same day, Interior Minister Mahmoud Tawfiq issued a decision to deport three foreigners from Egypt for reasons related to public interest. The decision includes deporting Imron Abdulkhakim Ugli Abdurakhimov, an Uzbek citizen born in 1996; Makhmud Tsikiev, a Russian citizen born in 1992; and Abdul Jamil Ghafari, an Afghan citizen born in 1996.
The Interior Minister's decision was made in accordance with Law No. 89 of 1960 regarding the entry, residence, and exit of foreigners from Egypt, as well as amendments to the law. The decision also instructs the Director of the General Administration for Passports, Immigration, and Nationality to implement the deportation.
The Public Prosecution issued a decision to end the effect of a decision to list 16 individuals as terrorists, as a final judgment was issued convicting them. The decision includes the names of individuals such as Ibrahim El-Sayed Muhammad Abdo Atteya, Ayesha Muhammad Khairat Saad El-Shater, and Hoda Abdel Moneim Abdel Aziz Hassan.
The decision to list the 16 individuals as terrorists was made after a final judgment was issued convicting them, and the decision will take effect as of the date of its publication. The Public Prosecution's decision comes as part of the Egyptian government's efforts to combat terrorism and maintain national security.
