Egyptian political analyst Dr. Abdel Moneim Said has emphasized the constitutional and developmental importance of passing a local council law and conducting elected local council elections in Egypt. He noted a clear delay in resolving this vital issue. According to Dr. Said, the local council file is a fundamental pillar for comprehensive development to support national investment projects led by the political system.
Dr. Said praised the efforts of the President in leading a modernization process for Egypt, surpassing narrow visions and personal interests. He highlighted that local development is closely linked to the diversity of Egyptian cultures and the different components of each governorate and center. This requires local councils capable of efficiently managing investment and service opportunities at the governorate and center levels.
The Republican People's Party previously announced its intention to launch the third phase of its "Dork" initiative to qualify local council cadres in July. This initiative aims to prepare qualified political and local cadres capable of bearing responsibility and actively participating in managing local affairs, in preparation for upcoming electoral obligations.
The party stated that the initiative is part of a comprehensive national program for local councils, aiming to prepare and qualify local cadres with the necessary legal, administrative, leadership, and organizational skills. This enhances their ability to contribute to developing the local administration system and support the state's efforts to achieve sustainable development.
As part of this national program, the party plans to establish a Local Councils Academy as the main umbrella for all programs to prepare and qualify local cadres. The academy will offer specialized training programs, workshops, and practical applications to help prepare a generation of scientifically and practically qualified local leaders capable of efficiently practicing their role within local councils.
The party also intends to launch a "Local Council Simulation Model" initiative, with the participation of cadres qualified within the "Dork" initiative. This aims to provide a practical experience simulating the mechanisms of local council work, engaging youth in discussing local issues, and proposing realistic solutions and initiatives for challenges facing citizens.
Dr. Abdel Moneim Said's statements highlight the urgent need for a local council law and the importance of local development in Egypt. The Republican People's Party's initiatives reflect efforts to prepare qualified cadres for local councils and support the state's development efforts.
