The Egyptian House of Representatives will hold a funeral session today, led by Counselor Hesham Badawi, to mourn the late MP Amani Abu Sihli, a member of parliament representing Qena governorate. Following the session, the council will declare her seat vacant in accordance with constitutional and legal provisions. The council will also notify the National Electoral Commission of the vacancy to take the necessary constitutional steps to fill it.
Dr. Salah El-Din Fouzi, a constitutional law professor and member of the parliamentary legislative committee, explained the legal and constitutional procedures to be followed by the council after the death of MP Amani Abu Sihli. He stated that the law and constitution outline specific steps to replace the vacant seat and ensure the continuation of parliamentary representation.
According to Dr. Fouzi, the first step begins with a formal notification from the Interior Minister to the Speaker of the House of Representatives, confirming the death. Upon receiving the notification, the council will hold a general session to mourn the late MP, and then the Speaker will present a proposal to the council to declare the seat vacant, in accordance with Article 292 of the council's internal regulations.
After declaring the seat vacant, the Speaker of the House of Representatives will formally notify the National Electoral Commission of the vacancy. Since MP Amani Abu Sihli won under the closed-list system, the commission will be responsible for promoting the reserve candidate from the same list and the same quota category specified by law.
Dr. Fouzi added that once the council is notified of the replacement member's name, the new MP will attend the House of Representatives to take the constitutional oath, and then begin exercising their parliamentary duties for the remainder of the current session and the life of the current council.
MP Amani Abu Sihli passed away in recent days due to health complications. She was a member of the National List and a daughter of the Sahalwa family, one of the well-known families in Qena city.
The House of Representatives will follow the constitutional and legal procedures to fill the vacant seat, ensuring the continuation of parliamentary representation for Qena governorate. The late MP's seat will be filled in accordance with the law and the constitution, and the new MP will assume their duties after taking the oath.
