The Egyptian Parliament's Social Solidarity and Family Committee, led by Dr. Randa Mustafa, is set to intensify its efforts during the second legislative session of the third legislative term. The committee will focus on measuring the effectiveness of policies and legislation, ensuring they align with citizens' rights and dignity. Dr. Mustafa emphasized that the committee's work will be guided by the principle of "more efficient legislation, more effective oversight, and real measurement of the impact of policies and legislation."
The Social Solidarity Committee is responsible for upholding the Egyptian state's philosophy of building human beings, preserving human dignity, and achieving social justice. The committee will prioritize protecting vulnerable groups, consolidating family rights, women's rights, children's rights, and the rights of people with disabilities. Dr. Mustafa highlighted that the committee will review and develop legislation related to its mandate, not only by issuing new laws but also by assessing the impact of existing legislation.
During the upcoming session, the committee will exercise its oversight role by summoning ministers, officials, and relevant executive bodies to discuss its files and monitor the implementation of public policies and social programs. The committee's oversight will not be limited to discussing problems but will also involve diagnosing issues, identifying responsibilities, providing solutions, and monitoring implementation and measuring results.
Social protection will remain a top priority for the committee, as the state seeks to establish a comprehensive social protection system. Empowering people with disabilities will also be a key focus area, with the committee recognizing that people with disabilities are full citizens with inherent rights to education, employment, housing, healthcare, and social and political participation.
The committee will monitor the implementation of legislation and strategies related to people with disabilities, identifying practical obstacles that hinder their access to rights, particularly in areas such as employment, education, healthcare, accessibility, housing, transportation, and government services. The committee will also focus on the welfare of the Egyptian family, as protecting families is essential to protecting society and the state.
The committee plans to conduct field visits to governorates, institutions, and care facilities to observe reality and listen to citizens and workers in these sectors. This will enable the committee to compare what laws and texts stipulate with what actually happens on the ground. The committee will also organize hearings and specialized dialogues on priority issues to formulate legislation that better reflects reality and achieves its objectives.
The committee's work will not be limited to issuing recommendations; it will also follow up on their implementation by establishing a clear mechanism for monitoring, with each recommendation having a designated person responsible for implementation and a possible timeframe, along with indicators to measure progress on the ground.
