The Egyptian Parliament's Industry Committee, led by Mustafa Al-Behi, is set to prioritize localizing technology and machinery in the country's industrial policy. This shift in focus aims to move beyond merely assembling products and instead develop the necessary tools and production lines domestically. Al-Behi emphasized the importance of linking industrial needs to universities, research centers, and technical education.

Al-Behi outlined the committee's agenda, which includes developing a roadmap for Egypt's machinery industry. This involves identifying high-demand machinery, assessing local manufacturing capabilities, and gradually localizing components and key technologies. Priority areas include CNC machines, laser technology, injection molding, and industrial automation equipment.

The committee also aims to attract investments to localize key components, such as industrial control systems, motors, and electronic components. Al-Behi highlighted the significance of the mold and die industry in deepening local manufacturing, as it is a crucial link in the value chain for various industries, including automotive, electrical appliances, and plastics.

Al-Behi stressed that the goal is not to burden the state with establishing new factories but to foster partnerships with the private sector, attract investments, and transfer technology. He emphasized the need to direct government incentives to priority industries, eliminate obstacles for investors, and connect education and research to industrial needs.

The committee's agenda is built on practical experience gained from addressing various industrial and legislative issues. Al-Behi participated in 84 committee sessions, focusing on land, licensing, and stalled factories. He also worked on promoting the use of locally produced goods in government contracts and streamlining industrial licensing procedures.

Al-Behi's proposal for unified industrial licensing procedures aims to reduce bureaucratic hurdles and provide clear timelines for processing applications. He also emphasized the importance of distinguishing between genuine investors and those who have not fulfilled their commitments.

The committee's efforts to support industrial development will be monitored through clear indicators measuring the impact of industrial policy on production, investment, and job creation. Al-Behi concluded that Egypt's goal is to transition from being a consumer of industrial technology to a partner in its development and manufacturing.
