Egyptian Minister of Parliamentary Affairs Hani Hanna stated that the Local Administration Law project is a top priority for the second legislative session of the House of Representatives. The session is set to begin soon. According to Hanna, the government has fulfilled its role in preparing the project, which is now in the hands of the House of Representatives for discussion in specialized committees.
The joint committee of the Local Administration Committee and the offices of the Planning, Budget, and Constitutional and Legislative Affairs Committees of the House of Representatives had previously agreed to form a subcommittee to discuss the Local Administration Law project. This decision was made after objections were raised to the project presented by the government, which had been in preparation for nearly 10 years.
The subcommittee, which includes representatives from concerned committees, project presenters, Senate experts, and several ministries and agencies, was formed to discuss the project. Approximately three months have passed since the first meeting of the subcommittee, held at the House of Representatives, under the chairmanship of Counselor Alaa El-Din Fouad, the deputy chairman of the Constitutional and Legislative Committee.
The first meeting, attended by Dr. Manal Awad, Minister of Local Development and Environment, and Counselor Mohamed Abdelalim Kafari, legal advisor to the Speaker of the House of Representatives and secretary of the committee, reviewed the vision of the Ministry of Local Development regarding the first project related to local units. Despite agreeing to hold committee meetings at least once a month, the last meeting was held on June 22.
The committee agreed to divide the government-presented project and the House of Representatives' projects into two separate projects: one concerning local units and the other regarding local council elections. The committee began working on preparing a draft of the first project, related to the basic organization of local administration, its components, and its competencies, as the broad foundation of the system.
Minister Hanna emphasized that the government's role in preparing the project is complete, and it is now the responsibility of the House of Representatives to discuss and vote on it. The Local Administration Law project aims to reorganize and strengthen local administration in Egypt, enhancing the role of local units and councils in managing local affairs.
