The Egyptian government, through the Information and Decision Support Center (IDSC), recently hosted a forum with the Shanghai Academy of Social Sciences to explore cooperation in capacity building and industrialization. The forum, titled "Enhancing China-Africa Partnership under the Belt and Road Initiative," brought together experts and specialists from Egypt and China to discuss ways to strengthen their partnership. The forum's discussions focused on the importance of deepening industrialization and enhancing cooperation in areas such as renewable energy, digital economy, and artificial intelligence.
The IDSC's head, Dr. Osama El-Gohary, emphasized that the global order is undergoing significant changes, with rising competition among major powers. He noted that the Belt and Road Initiative has gained importance as a framework for infrastructure development and trade connectivity. El-Gohary also highlighted the need for Africa to transition from being a recipient of external policies to a partner with its own interests, priorities, and negotiating power.
Dr. Shen Guoliang, director of the Shanghai Academy of Social Sciences, expressed his appreciation for the cooperation with the IDSC and noted that the two institutions have a long history of collaboration. He emphasized that the Belt and Road Initiative has become increasingly important in the face of global challenges and that it has led to the implementation of numerous projects on the ground. Guoliang also expressed confidence in the potential for China-Africa relations to grow, given their shared interests and needs.
The forum's discussions also touched on the importance of measuring the success of China-Africa partnerships not only by the volume of financing or number of projects implemented but also by their ability to create local economic value, enhance national capacities, and support industrialization and African integration. Participants emphasized the need to prioritize industrialization and develop skills to ensure sustainable and inclusive growth.
The Egyptian-Chinese relationship was highlighted as a model for cooperation, with Egypt's strategic location making it an important hub for expanding Chinese cooperation with Africa. Participants also stressed the importance of linking ports, factories, and markets within the African continent and leveraging Chinese expertise in areas such as energy storage and transmission.
The forum's second session focused on building capacities and people-to-people exchanges within the Belt and Road Initiative. Participants discussed the importance of expanding partnerships beyond project implementation to include knowledge transfer, skills development, and cultural exchange. They also highlighted the need to respect the sovereignty and priorities of African countries while promoting cooperation.
The discussions concluded with a call to strengthen China-Africa partnerships and promote sustainable development. Key outcomes included the importance of deepening industrialization, enhancing cooperation in areas such as renewable energy and digital economy, and prioritizing capacity building and skills development. The forum demonstrated the commitment of Egypt and China to strengthening their partnership and promoting sustainable development in Africa.
